SUBJECT:

Title

DRIVER FEEDBACK SIGNS AND SCHOOL ZONE SIGNAGE AND STRIPING INSTALLATIONS - UPDATE

Body

SUMMARY

Staff continues to move forward with the implementation of recommendations resulting from the City-wide studies conducted by the City’s Traffic Engineering Consultant, Advantec Consulting Engineers (Advantec).  Many of the city-wide locations reported by the public, have common concerns regarding speeding and its impact on bicycle and pedestrian safety on streets where children are present.  In order to address these common concerns, staff tasked Advantec to analyze school zones and park areas for the purpose of evaluating installation of driver feedback signs, and to consider adding or updating signage and striping where necessary.  As a result, staff is moving forward with the preparation of a City-wide Driver Feedback Implementation program to enhance school zones and park areas with signage and striping citywide.

At tonight’s meeting, staff is providing an update focusing on the streets that are being considered to provide driver feedback signs, while also looking at  the need for new school zone signage and striping, including public park locations.

ANALYSIS

The City of Claremont enters into professional services agreements with consultant engineering firms for a variety of specialized services, including traffic engineering services. The City of Claremont has a contract with Advantec to provide day-to-day traffic engineering services.

As part of their contract, Advantec has been tasked with the evaluation of a number of citizen requests regarding speeding and its impact on bicycle and pedestrian safety on streets where children are present.  These requests require engineering studies to be completed in order to determine the appropriate approach to address these requests.   Advantec has completed a preliminary evaluation of school zones and parks to consider the installation of driver feedback signs, including appropriate signage and striping enhancements.

Engineering staff regularly meets with the Claremont Police Department (CPD) motor officers to discuss citywide traffic related concerns.  As part of this process, feedback and suggestions from the CPD are obtained and taken into consideration for the preparation of programs and projects of this nature.   Staff also engages in coordination meetings with the Claremont Unified School District (CUSD) staff to request their input on projects with the potential to impact school sites.  Once this process is completed, staff will coordinate with the consultant to move forward with the preparation of plans and specifications to install Driver Feedback signs where appropriate, and to update to striping and signage for school zones and park areas within the City.

At tonight’s meeting, staff is providing an update on this program. As next steps, staff will coordinate meetings with the CPD and the CUSD to gather input, and will share this information with the consultant to assist with their evaluation of streets adjacent to and near the following schools and parks for implementation of the enhancements described above.  Once this process is completed, staff will bring back an item to the Traffic and Transportation Commission, to present the recommendations that will be issued for school and park areas.

Based on the benefits of this project, staff is proposing to request funding for the installation of the recommended enhancements as part of the upcoming Capital Budget for the 2024-2026 City Budget.
