FEDERAL TRANSPORTATION TITLE VI PLAN (FUNDING SOURCE: TRANSPORTATION FUND)
Body
SUMMARY
The City of Claremont receives an annual formula allocation of Federal Transit Administration (FTA) 5307 funds. In order to receive such funds, the City is required to demonstrate compliance with Title VI of the Civil Rights Act of 1964 (Title VI). Title VI prohibits discrimination on the basis of race, color, and national origin in programs that receive federal funding. In order to comply with FTA requirements and continue receiving funding, the Title VI Plan must be updated at least every three years and approved by the City Council.

FINANCIAL REVIEW
The City was most recently allocated $177,977 in FTA funds in 2022-23. Previous allocations have been utilized for bus stop improvements and Dial-a-Ride bus purchases.
The staff cost to prepare this report and administer this program is estimated at $1,900 and is included in the operating budget of the Community Services Department.
ANALYSIS
As a federal funding recipient, the City of Claremont is required to comply with Title VI and ensure that services and benefits are provided on a non-discriminatory basis. The City of Claremont has in place a Title VI Compliance Procedure which outlines a process for local disposition of Title VI complaints and is consistent with the guidelines released by FTA.
The City of Claremont does not directly operate any transit services but is a member of the Pomona Valley Transportation Authority (PVTA), along with Pomona, La Verne, and San Dimas. PVTA provides paratransit services for member cities, including the Get About and Claremont Dial-a-Ride programs.
