Title

REVIEW OF PROPOSED 2024-26 CAPITAL IMPROVEMENT PROGRAM FOR CONSISTENCY WITH THE CITY OF CLAREMONT GENERAL PLAN - APPLICANT - CITY OF CLAREMONT

Body

SUMMARY

State law requires the Planning Commission review the City’s proposed Capital Improvement Program (CIP) for consistency with the General Plan. While the CIP serves as a planning document outlining possible capital improvement projects over the next five years, only 2024-26 will be funded as part of the current budget development process; thus, the CIP review focuses only on projects anticipated during the 2024-26 fiscal years.

RECOMMENDATION

Recommended Action

Staff recommends that the Planning Commission make the finding that the proposed 2024-26 Capital Improvement Program Budget is consistent with the City of Claremont General Plan.

Body

ALTERNATIVES TO RECOMMENDATION

In addition to the staff recommendation, there are the following alternatives:

A.                     Identify how the proposed 2024-26 Capital Improvement Program is inconsistent with the General Plan, make revisions and then find the revised 2024-26 Capital Improvement Program consistent with the General Plan.

B.                     Request further information.

FINANCIAL REVIEW

The proposed 2024-26 Capital Improvement Program Budget includes funding in the amount of $11,295,260 for a variety of street and sidewalk maintenance, sewer repairs, storm drain/water infiltration projects, accessibility, cemetery expansion, and traffic signal modification projects, among others. This funding is proposed to come from a number of special revenues, capital projects, and enterprise funds to fund the projects outlined in the proposed CIP for 2024-26.

During prior Planning Commission reviews of the Capital Improvement Program, Commissioners requested that historical expenditures on CIP projects be included during their consideration of the CIP budget for the upcoming year. The following table summarizes the City’s actual expenditures on CIP projects over the last three fiscal years, as well as budgeted expenditures for the current fiscal year.

Funding for the projects identified in the table above came from a variety of revenue sources including those restricted in their use for street, sidewalk and right-of-way maintenance/improvements, park improvements, and sewer upgrades. In addition to restricted revenues received by the City, grant funding has also been used over the past several fiscal years to complete Capital Improvement Program Projects, the most significant of which was the Foothill Boulevard Improvements Project which included grant funding of $8.25 million. This project was completed in 2020. Currently under construction, the College Avenue and Green Street pedestrian and accessibility improvements project, which includes a signal at College and Green is being completed with the use of grant funds. The capital projects identified above were completed without the use of the City’s General Fund.

Also currently under construction is the Towne Avenue Complete Streets Project which incorporates complete streets and green streets components.  The Thompson Creek crossing at Mountain Avenue is currently under construction to provide enhanced pedestrian and bicycle safety features.

ANALYSIS

The General Plan calls for the development and maintenance of an orderly, clean, and safe community. Staff finds the projects proposed for 2024-26 meet this overarching goal of the General Plan.

An overview of the Capital Improvement Program, summary of funding sources, five-year CIP plan, as well as project detail sheets for 2024-26 are included as an attachment to this report. In this document, staff has identified the specific General Plan Goals, Policies, and Implementation Measures that apply to each project in order to assist the Planning Commission in making the finding that the proposed 2024-26 Capital Improvement Program is consistent with the General Plan.
