Title

RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2024-25 FUNDED BY SB1: ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017

Body

SUMMARY

Senate Bill 1 (SB1), known as the Road Repair and Accountability Act of 2017, was signed into State law by the Governor on April 28, 2017. This bill addresses basic road maintenance, rehabilitation, and safety issues on both State highways and local streets. SB1 increased fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees to provide a source of funding for the maintenance and rehabilitation of State highways and local streets.

On November 1, 2017, the State Controller began depositing various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this funding is apportioned to eligible cities and counties pursuant to the Streets and Highways Code (SHC) Section 2032(h) for basic road maintenance, rehabilitation, and safety projects on local streets and roads. Cities eligible for RMRA funding are required to adopt a resolution that includes a project list proposed to be funded by SB1’s RMRA and submit the resolution and project list to the California Traffic Commission (CTC) in order to receive funding.

To be eligible for 2024-25 SB1 RMRA funding, cities must submit their adopted resolution and project list to the California Traffic Commission (CTC) by July 1, 2024. Monthly allocations from the RMRA for 2024-25 are anticipated to be received beginning in July 2024. The annual amount to be received is estimated at $969,986.

RECOMMENDATION

FINANCIAL REVIEW

Adoption of the resolution and the submittal of the project list to the CTC will result in the City receiving an estimated $969,986 in SB1 RMRA funding for 2024-25. These revenues will be used to fund a portion of projects included on the project list to be submitted to the CTC.

The City will continue to receive SB1 RMRA funding annually to help address roadway maintenance and rehabilitation as long as it continues to follow the procedures outlined.  This figure will vary according to tax revenues collected each fiscal year.

The cost to prepare this report is estimated at $722 and is included in the operating budget of the Community Development Department.

ANALYSIS

To begin receiving SB1 funding, the City is required to provide the CTC with an approved list of projects to be funded by the RMRA.  Annual resolutions are required to be adopted by the City Council, and new/updated project lists submitted to the CTC. The deadline to submit for 2024-25 is July 1, 2024.

Staff has prepared a list of proposed projects for 2024-25, for which RMRA funding is available. A project list has been included as an Exhibit to the proposed resolution. The projects include:

•                     San Jose Avenue (Mountain Avenue to Mills Avenue): this project will include the grinding and paving of the existing asphalt roadway surface with two inches of Rubberized Asphalt Concrete (RAC). Additionally, this project will incorporate complete streets and green streets design features as determined feasible during the design phase of the project, according to its capacity to financially accommodate the Claremont Complete Streets Policy.
