Title

AUTHORIZATION TO ACCEPT OLDER AMERICAN ACT FUNDS FOR THE SENIOR NUTRITION PROGRAM 2024-2028 (FUNDING SOURCE: OLDER AMERICANS ACT)

Body

SUMMARY

Every four years, the Los Angeles County Aging & Disabilities Department distributes funding to public and non-profit organizations to provide Elderly Nutrition Program (ENP) services under the authority of the Older Americans Act (OAA). The goal of the ENP services is to maintain or improve the physical and social well-being of older individuals throughout the county.

Since 1978, the City has received ENP funding to provide congregate meal services to the community. Services are offered at both the Joslyn and Blaisdell Community Centers as part of the City’s Nutrition Program, which provides healthy lunches Monday through Friday.

The City’s current contract with the County to provide these services expired on June 30, 2024. The acceptance of the new contract will extend service from July 1, 2024, to June 30, 2025, with three additional options to renew annually, for an anticipated total subaward term of four years.

RECOMMENDATION

Recommended Action

Staff recommends the City Council authorize the City Manager to enter into an agreement with the County of Los Angeles for the acceptance of Older American Act funds for the Senior Nutrition Program for a term of one year, with the option for three additional one-year terms.

ALTERNATIVE TO RECOMMENDATION

In addition to the recommendation, there is the following alternative:

•                     Request additional information from staff.

FINANCIAL REVIEW

The Claremont Senior Nutrition Program typically costs approximately $117,000 to administer each year. Revenue comes from two main sources, consisting of Los Angeles County grant funding and General Fund contributions. The proposed contract includes $201,900 in Congregate Meal C1 funding for the first year of the grant award.

General Fund contributions are used to offset any expenditures not covered by grant funds. Expenditures other than the catering contract consist of salaries and program supply costs required to administer the program.

The staff cost to prepare this report is estimated at $820 and is included in the operating budget of the Recreation and Human Services Department.

ANALYSIS

The City has provided healthy lunches for adults 60 and older with the aid of the Los Angeles County Aging & Disabilities Department since 1978. As a point of reference, the Senior Program typically serves lunch, delivered by a Los Angeles-approved caterer, to approximately 80 older adults per weekday. City staff, assisted by volunteers, plate and serve the meals, placing special attention on creating a hospitable congregate dining experience. Funding for the program supports the cost of the catered meals, along with the cost of personnel and ancillary dining and cleaning supplies.

In addition to hot meals, the Senior Nutrition Program provides social opportunities, nutrition counseling services through the County dietitian, festive seasonal happenings, dinners and dances, linkages to support services, and access to all of the other programs offered by the City and its program partners.
