RESOLUTION AMENDING CITY COUNCIL RESOLUTION NO. 2024-30 UPDATING THE SALARY SCHEDULE FOR THE CLAREMONT ADMINISTRATIVE AND TECHNICAL SUPPORT EMPLOYEES’ ASSOCIATION AND A RESOLUTION ADOPTING A SALARY SCHEDULE FOR THE POSITION OF CITY MANAGER
Body
SUMMARY
On June 25, 2024, the City Council adopted Resolution No. 2024-30, memoranda of understanding between the City of Claremont and various employee associations. Included in the Memoranda of Understanding were salary schedules for each association that outlines wages for fiscal years 2024-25, 2025-26, and 2026-27. After adoption, it was discovered that the salary range for the newly created position of Business Systems Analyst was included at the incorrect range. To correct the error and set the salary at the appropriate range, a revised salary schedule for the Claremont Administrative and Technical Support Employees’ Association (CATSEA) must be adopted by resolution.
Additionally, the wages, hours, and terms and conditions of the position of City Manager are outlined in an employment contract, which allows for the City Manager to receive the same salary increases as Department Head employees who are a part of the Claremont Management Association (CMA). In accordance with requirements of the California Employees Retirement System (CalPERS), the City Council must adopt salary schedules by resolution.

FINANCIAL REVIEW
The revised and new salary schedules do not result in additional costs to the City. The costs related to the salary schedules are included in the adopted budget for 2024-26. Costs associated with 2026-27 will be included in the 2026-28 operating budget.
The staff cost to prepare the necessary documentation and this report is estimated at $1,488 and is included in the operating budgets of the Administrative and Financial Services Departments.
ANALYSIS
The City Council adopted Resolution No. 2024-30 on June 25, 2024, which approved memoranda of understanding between the City of Claremont and various employee associations. Included as an Exhibit to each employee association Memorandum of Understanding (MOU) was a new salary schedule that set wages for fiscal years 2024-25, 2025-26, and 2026-27. After adoption, staff discovered the salary range for the newly created position of Business Systems Analyst was included at the incorrect range. It was determined that the range it was set to was higher than industry standard and resulted in compaction issues with other classifications.
To correct the error and set the salary at the appropriate range, a revised salary schedule for the Claremont Administrative and Technical Support Employees’ Association (CATSEA) must be adopted by resolution. Since only the Exhibit A to the CATSEA MOU needs to be revised, staff recommends the City Council adopt a resolution revising Resolution No. 2024-30 to reflect the correct salary range for the position of Business Systems Analyst and makes no other changes to Resolution No. 2024-30 or its Exhibits.
Additionally, a salary schedule for the position of City Manager must be adopted. The wages, hours, and terms and conditions of the position of City Manager are outlined in an employment contract, which allows for the City Manager to receive the same salary increases as Department Head employees. Previously, salary schedules were adopted as one document, which included every classification. Recently, salary schedules were created to reflect classifications specific to each association, or in the case of unrepresented employees, a salary schedule specific to those classifications. With the change, and because the City Manager is a single classification not represented by an employee association or included with the unrepresented classifications, a salary schedule for the position of City Manager must be adopted by resolution.
