AWARD OF CONTRACT TO B&D CONSTRUCTION CO., INC. FOR THE CITYWIDE SANITARY SEWER CONDITION ASSESSMENT AND CLOSED-CIRCUIT TELEVISION PROJECT (FUNDING SOURCE: SEWER FUND)
Body
SUMMARY
The Community Services Department maintains the City’s sanitary sewer system. The physical sewer collection infrastructure consists of approximately 120 miles of gravity-fed sewer lines and approximately 2,900 manholes and/or clean-outs. Staff estimates the average age of the City’s sewer system to be approximately fifty-five years. Staff regularly cleans the sewer mainlines of the City and addresses those areas that are known to be a higher risk for sanitary sewer overflows.
To maintain high levels of system service, it is necessary to fully assess the condition of the sanitary sewer utilizing Closed-Circuit Television (CCTV) inspections. City staff solicited competitive bids for the project and recommends awarding a contract to the lowest responsive bidder, B&D Construction Co., Inc.

FINANCIAL REVIEW
The 2024-26 Operating & Capital Improvement Program Budget includes $800,000 for the Sanitary Sewer Condition Assessment project. Funding is available in the City’s Sewer Fund, which is restricted in use to expenditures related to sewer operations and maintenance.
B&D Construction Co., Inc. (“B&D Construction”) submitted the lowest responsive bid of $599,353.38. Staff recommends that the City Council authorize a fifteen percent project contingency of $89,903 to address any unforeseen issues, resulting in a total not-to-exceed project value of $689,256.38, less than the total project budget of $800,000. Any unspent funds will be returned to the Sewer Fund balance.
This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.
The staff cost to prepare this report and administer this project is estimated at $8,800 and is included in the operating budget of the Community Services Department.
ANALYSIS
In 2016, the City completed a Citywide Sanitary Sewer Condition Assessment, which included cleaning and inspecting all City mainlines utilizing CCTV video. Findings from the condition assessment were utilized to develop a five-year, phased rehabilitation project to address identified defects. The final phase was completed in 2024; therefore, an updated condition assessment is now recommended.
An aging system typically includes sewer mains that are cracked, collapsed, sagged, displaced, or have root intrusion. New issues have likely arisen since the prior condition assessment completed in 2016; therefore, an updated condition assessment is warranted and will help ensure the long-term functionality and longevity of the system.
In May 2025, the City received six bids for the sewer condition assessment.
