Title

APPROPRIATE TRANSPORTATION DEVELOPMENT ACT-ARTICLE 4 FUNDS (TDA), STATE TRANSIT ASSISTANCE FUNDS (STA), SENATE BILL 1 STATE TRANSIT ASSISTANCE FUNDS AND PROPOSITION C 40% DISCRETIONARY MUNICIPAL OPERATOR SERVICE IMPROVEMENT PROGRAM FUNDS FOR CLAREMONT DIAL-A-RIDE PROGRAM OPERATIONS (FUNDING SOURCE: TRANSPORTATION FUND)

Body

SUMMARY

Claremont receives an annual formula allocation of Transportation Development Act-Article 4 (TDA), State Transit Assistance (STA), Senate Bill 1 State Transit Assistance (SB1 STA), and Proposition C 40% Discretionary Municipal Operator Service Improvement Program (MOSIP) funds. These funds are used for operating and capital expenses related to the Claremont Dial-a-Ride program. During the COVID-19 pandemic, the City received several one-time stimulus grants to offset Dial-a-Ride operations, allowing the City to reserve its regular fund allocation for future use. Staff recommends that these reserved funds be requested and appropriated to cover operating cost increases for the Claremont Dial-a-Ride program.

RECOMMENDATION

Recommended Action

Staff recommends that the City Council:

A.                     Direct staff to amend its 2019-20 and 2020-21 TDA and STA Claims to reserve and request the allocated funds for Claremont Dial-a-Ride operations; and

B.                     Appropriate $206,172 from the Transportation Fund to cover the anticipated 2024-25 shortfall for the Claremont Dial-a-Ride Program.

FINANCIAL REVIEW

The City of Claremont’s Dial-a-Ride program is operated by the Pomona Valley Transportation Authority (PVTA), a joint powers authority which includes the cities of Claremont, La Verne, Pomona and San Dimas. On May 20, 2025, staff from PVTA advised the City that they anticipate a $206,172 shortfall in 2024-25 Dial-a-Ride funding. The City budgeted $314,828 in 2024-25 for Dial-a-Ride Operations based upon PVTA’s approved program budget. PVTA now anticipates a total program cost of approximately $521,000, resulting in a $206,172 shortfall. Staff recommends the shortfall be addressed utilizing reserved TDA, STA, SB1 STA, and MOSIP funds.

Currently, the City has the following funding reserved for the Claremont Dial-a-Ride program:

Fiscal Year

TDA Funds

STA Funds

SB1 STA Funds

MOSIP

2019-20

$  21,523

-

$17,866

-

2020-21

$18,525

$13,941

-

2021-22

$131,820

$11,233

$8,387

$24,101

This funding can be utilized to cover the $206,172 anticipated shortfall. Any unspent funds can again be reserved for future Dial-a-Ride operations or capital costs.

The staff cost to prepare this report and administer this program is estimated at $2,900 and is included in the operating budget of the Community Services Department.

ANALYSIS

The Pomona Valley Transportation Authority , a joint powers authority made up of the Cities of Claremont, La Verne, Pomona, and San Dimas, administers the Claremont Dial-a-Ride program. In May 2025, City staff received a memorandum from PVTA stating that the Claremont Dial-a-Ride operation is anticipated to go over budget in 2024-25 (Attachment). The memorandum details the reasons for the increased expenditures relative to the Dial-a-Ride program, which include significant increases in ridership, as well as higher costs to operate the program, which stem largely from PVTA entering into a new contract with Transdev, the contract operator that provides drivers for the Dial-a-Ride program. City staff has identified reserved transportation funds that can be utilized to cover the necessary appropriation.
