Title

ACCEPTANCE OF RIGHT-OF-WAY DEDICATION AT 415 ALAMOSA DRIVE (FUNDING SOURCE: GENERAL FUND)

Body

SUMMARY

A property dedication is being proposed to facilitate the installation of public improvements required with the construction of a new residential development at 415 Alamosa Drive. The developer, Sudeep Wahla, is constructing a new single-family home and accessory structures, and is required to build a rock swale and pedestrian sidewalk along the southern property line consistent with the approved design review. Since the current right-of-way is insufficient, a 20-foot-wide strip of land along the property's frontage is being offered for right-of-way dedication to the City of Claremont. This dedicated area will provide the necessary space to accommodate the required improvements and ensure connectivity with the neighborhood's existing public infrastructure.

Staff recommends the City Council accept this dedication, as it is necessary to successfully complete the required public improvements and integrate with the surrounding neighborhood. The adoption of a Resolution (Attachment) by the City Council is necessary to accept the proposed dedication.

ANALYSIS

The developer, Sudeep Wahla, is constructing a new two-story single-family home with a 348-square-foot detached garage and an 800-square-foot detached ADU at 415 Alamosa Drive. As a condition of Rural Design Review #22-R03, the City has required the developer to construct a new rock swale and pedestrian sidewalk parallel to the southern property line.

Adequate right-of-way is not currently available to accommodate or allow for the construction of the required new rock swale and pedestrian sidewalk. The developer proposes to dedicate a 20-foot-wide strip of land along the entire property front on Alamosa Drive to the City of Claremont for right-of-way purposes. This dedicated area would provide adequate space and allow for the installation of the new improvements and provide connectivity to the existing sidewalks and rock swale located directly to the east and west of 415 Alamosa Drive.

A legal description and map depicting the proposed dedication are included as Exhibit A and Exhibit B to the Resolution.

Staff recommends the City Council accept the proposed dedication area as it is necessary to accommodate the required sidewalk and rock swale public improvements and to provide a connection to the existing neighboring improvements.
