APPROVAL OF FINAL TRACT MAP NO. 83121 SUBDIVIDING 9.58 ACRES FOR THE DEVELOPMENT OF 55 SINGLE-FAMILY DETACHED HOMES AT 2475 FORBES AVENUE. APPLICANT - TAYLOR MORRISON
Body
SUMMARY
The subdivider of Tract Map No. 83121 requests that the City Council approve the final tract map for recordation by the Los Angeles County Recorder’s office. This tract map will subdivide the existing 9.58-acre lot for the residential development of 55 single-family detached homes.
Pursuant to Sections 66458 and 66474.1 of the Subdivision Map Act, the approval of a final map is a ministerial action and cannot be denied if the final map is in substantial conformance with the conditionally approved tentative map and conforms to the requirements established by the Subdivision Map Act and local ordinance. The City Council is the decision-making body for final maps and, if the map conforms to all requirements, must approve the map at the meeting at which it receives the map, or at its next regular meeting.
Staff finds that the final Tract Map No. 83121 (Attachment B) is consistent with the provisions of the Subdivision Map Act and is in substantial conformance with the tentative map approved by the Planning Commission on October 1, 2024, and by the City Council on November 12, 2024 (Attachment C); and therefore recommends the City Council adopt the resolution approving the final map (Attachment A).

ANALYSIS
Tract Map No. 83121 is located at 2475 Forbes Avenue and creates a 9.58-acre parcel for the residential development of 55 single-family detached homes. In June of 2019, the Claremont Unified School District entered into an agreement with Trumark Homes for the purchase of the La Puerta School property. In July of 2020, Trumark Homes provided its initial submittal to the City that included 65 homes and 9 accessory dwelling units.
In January of 2022, Trumark Homes revised the submittal and proposed a total of 56 homes. After receiving feedback from the City, Trumark revised their submittal and proposed the development with a total of 55 homes. The formal review was initiated with this revised submittal in September 2024. In October 2024, the Planning Commission reviewed the project and recommended it for City Council approval. In November of 2024, the City Council reviewed and approved the La Puerta School Site Specific Plan, Tentative Tract Map No. 83121, Environmental Impact Report, and the discretionary in-lieu fee for on-site inclusionary housing. On July 9, 2025, Trumark Homes informed City staff that the entitled La Puerta Specific Plan property had been sold to Taylor Morrison Homes.
Ultimately, the Tentative Tract Map was approved to include the 55 single-family detached homes, a pocket park that provides connectivity to the existing La Puerta Park, and private roads to meet Los Angeles County Fire Department requirements. The site will be accessed from Forbes Avenue with a full-access driveway located at the southeast corner of the development.
Map Review
Tract Map No. 83121 has been checked and found to be in substantial conformance with the conditionally approved tentative map, as well as with the Subdivision Map Act requirements.
All submittals required for map recordation have been received by the City, along with the payment of required fees and posting of bonds.
Subdivision Improvement Agreement - Public Improvements
As part of the City Council and Architectural and Preservation Commission Resolutions, there are a series of public improvement requirements. Improvements within the public right-of-way include, but are not limited to, a drive approach, handicap ramps, accessible sidewalks, parkways, trees, and streetlights. The Subdivision Improvement Agreement was drafted to address the required public improvements and terms associated with the fulfillment of these requirements. These improvements will be required to be completed in accordance with the City of Claremont standards, and associated bonds have been posted guaranteeing the completion of the required public improvements.
