SUMMARY
The 2024-26 Sewer budget includes funding to replace one service body work truck that has reached the end of its useful life. Due to California Air Resources Board (CARB) regulations, fifty percent of new mid- and heavy-duty vehicle acquisitions must be zero emissions vehicles (i.e., electric). The City has reviewed available EV service body work trucks and has determined that the Rizon E18M service body truck best meets the City’s needs. The City has the opportunity to access competitively bid pricing for this vehicle.

Staff recommends the City Council authorize the City Manager to enter into an agreement with EV Choice in the amount of $149,772.31 for the purchase of one electric service body truck.

FINANCIAL REVIEW
The 2024-26 Sewer budget includes $160,000 to procure one EV service body truck. City staff obtained competitively bid pricing for the Rizon E18M service body truck in the amount of $149,772.31 via a Sourcewell contract. This price includes an anticipated $60,000 voucher credit through the Clean Truck and Bus Voucher Incentive Project (HVIP). The HVIP project will reopen for voucher request applications on September 9, 2025, at 9:00 AM. The City provided a Letter of Intent regarding this proposed purchase to enable EV Choice to submit a voucher request application for this vehicle. Therefore, the sales price has been adjusted to reflect the voucher credit.
In addition to the HVIP voucher, the City also has a limited-time opportunity to access expiring Federal tax credits valued at $39,119 if the vehicle is delivered before September 30, 2025. EV Choice has the desired truck in stock and has committed to delivering prior to the tax credit expiration. This tax credit would be in the form of a check from the IRS after filing a 2025 tax return; therefore, it does not reduce the initial contract or purchase price. Although the contract price and amount initially due will be $149,772.31, the City anticipates receiving this $39,119 credit in 2026, adjusting the total cost to $110,653.31.
This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.
The staff cost to prepare this report and administer this contract is estimated at $4,700 and is included in the operating budget of the Community Services Department.
ANALYSIS
Vehicle Replacement Schedule
The 2024-26 Sewer budget includes funding to replace one service body work truck. The current truck is a 2008 service body Ford F-250 with over 109,000 miles. While the vehicle is on a ten-year replacement schedule, replacement had previously been deferred due to low mileage and serviceable condition. Due to the vehicle’s age and declining condition, replacement is now recommended.
Advanced Clean Fleets Regulation
In April 2023, the California Air Resources Board approved the Advanced Clean Fleet Regulation. Effective January 1, 2024, State and local government fleets must ensure that fifty percent of purchases of vehicles over 8,500 pounds gross vehicle weight rating are zero-emission. Emergency vehicles as defined by California Vehicle Code Section 165 are currently exempt. Local government agencies must submit compliance reports to CARB on an annual basis. In 2025, the City anticipates purchasing eight total vehicles, four zero-emission electric vehicles and four vehicles with internal combustion engines. The remaining vehicle purchases will be brought before the City Council for approval in fall 2025.
Competitive Bidding
The City of Claremont is a member of Sourcewell, a purchasing cooperative. Membership entitles the City access to national, competitively bid contracts, and Sourcewell has awarded competitively bid contracts to EV Choice. Utilizing Sourcewell contract pricing meets the City’s competitive bidding requirements and entitles the City to a $20,000 discount off the MSRP. This discount is included in the recommended price.

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, 2024-26 Budget, and the Youth and Family Master Plan.
