SUMMARY

 

In July 2024, the City Council awarded a contract to TJKM Transportation Consultants (TJKM) for the development of a Citywide Street Sign Program and approved related funding. The scope of work included an estimated inventory of approximately 2,500 signs Citywide. TJKM has completed approximately seventy percent of the City and has already inventoried 3,500 signs to date. To complete the project, the existing agreement must be amended to increase compensation. Staff recommends amending the agreement with TJKM and appropriating $65,000 in additional funds from the unassigned General Fund balance to cover the expanded scope of work.

 

RECOMMENDATION

 

Recommended Action

Staff recommends the City Council:

A.                     Authorize the City Manager to execute an amendment to the existing agreement with TJKM Transportation Consultants, increasing compensation by $65,000 for a total contract amount of $303,193.56; and

B.                     Appropriate $65,000 from the unassigned General Fund balance to fund the agreement.

FINANCIAL REVIEW

 

In July 2024, the City Council awarded an agreement to TJKM Transportation Consultants for the development of a Citywide Street Sign Program in the amount of $238,193.56. The initial scope of work was funded using American Rescue Plan Act (ARPA) funds. The initial scope of work included inventorying approximately 2,500 signs. To date, data on 3,500 signs have been collected, and thirty percent of the City remains to be inventoried. TJKM estimates an additional $65,000 is necessary to complete the remaining portions of the City. If approved, the adjusted total cost of the project is $303,193.56.

 

The staff cost to prepare this report and administer this project is estimated at $4,364 and is included in the operating budgets of the Community Services and Community Development Departments.

 

ANALYSIS

 

In July 2024, the City Council awarded a contract to TJKM Transportation Consultants for the Development of a Citywide Street Sign Inventory Program. The purpose of the project is to facilitate a practical and cost-effective means of assessing and managing traffic and street name signs. The program will also allow the City to ensure that all traffic and street name signs comply with current Federal Highway Administration (FHWA) and California Manual on Uniform Traffic Control Devices (MUTCD) requirements.

 

The initial scope of work included collecting a sign inventory and condition assessment of approximately 2,500 signs. That figure was an estimate derived from an approximate number of signs per centerline roadway mile. To date, TJKM has inventoried approximately seventy percent of the City, and data on 3,500 signs have been collected. TJKM proposes a cost of $65,000 to complete the project. Staff recommends amending the existing agreement with TJKM to increase compensation to complete the project.

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2024-26 Budget.
