SUMMARY
The ABC’s For Me Preschool is a licensed and accredited program that leases space from the City within the Alexander Hughes Community Center. Per the lease agreement, the City is responsible for the care and maintenance of the facility and playground yard. The existing playground blacktop is aged, lifted, cracked, and not in compliance with State regulations for preschool play areas. City staff worked with Sourcewell to obtain competitive pricing for construction services for the removal and replacement of the existing blacktop area.
RECOMMENDATION
Recommended Action
Staff recommends the City Council:
A. Authorize the City Manager to enter into an agreement with Angeles Contractor, Inc. in the amount of $121,247.21 for the ABC’s For Me Blacktop Replacement Project, and authorize a ten percent contingency in the amount of $12,124.72; and
B. Appropriate $133,371.93 from the Equipment and Facility Revolving Reserve to fully fund the project.

FINANCIAL REVIEW
The City of Claremont is a member of Sourcewell, a purchasing cooperative that offers government and other public agencies access to competitively-bid goods and services nationwide. Sourcewell contracts with Gordian to provide Sourcewell members consulting and administration services for construction projects. This process assists public entities in completing construction projects through a single competitive-bid process in keeping with City purchasing policies.
City staff contacted Gordian to facilitate a job walk to assess the blacktop concerns and review the scope of the project. Angeles Contractor, Inc. attended the job walk and proposed a total project cost of $121,247.21, including material and labor. Staff recommends including a ten percent contingency of $12,124.72, for a total project cost of $133,371.93. The current balance in the Equipment and Facility Revolving Reserve is $2,730,442. Should the City Council approve the appropriation as recommended, the remaining balance in the Equipment and Facility Revolving Reserve would be $2,597,070.
The staff cost to prepare this report and administer this project is estimated at $3,755. These costs are for staff time allocated to the project and are included in the operating budget of the Community Services Department.
ANALYSIS
The current ABC’S for Me Preschool blacktop is lifted, cracked, and uneven, and is aged beyond repair and requires a full removal and replacement. Photos of the existing blacktop are included as an attachment to this report.
The proposed ABC’s For Me Blacktop Replacement Project consists of removal and replacement of the existing 11,900-square-foot blacktop surface. The project includes grinding to a depth of three inches, disposal of the removed material, and regrading and repaving of the existing area. Additionally, a new age-appropriate basketball hoop will be installed. All work will be completed over the weekend to avoid impacting preschool operations.
Staff recommends entering into an agreement with Angeles Contractor, Inc. for the ABC’s For Me Preschool Blacktop Project. Angeles Contractor, Inc. anticipates completion of the project in spring 2026.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Economic Sustainability Plan, General Plan, 2024-26 Budget, and the Youth and Family Master Plan.
