SUMMARY
The City of Claremont contracts with an outside vendor to provide emergency power generator services to all City-owned generators. The contractor is responsible for providing biannual service, load tests, and repairs as necessary. In March 2025, the City issued a Notice Inviting Bids for emergency power generator services and received four responsible, responsive bids. Staff recommends awarding a contract to the lowest responsible, responsive bidder, Global Power Group, Inc.

Recommended Action
Staff recommends the City Council authorize the City Manager to execute a three-year contract with two optional one-year extensions with Global Power Group, Inc. for emergency power generator services, in an amount not to exceed $15,000 per year, or $75,000 over the maximum term of the contract.

FINANCIAL REVIEW
The Community Services Department budget includes $15,000 annually for contract emergency power generator services. Per the proposed contract, the contractor will provide major services in October, minor services in March, and annual load tests. Major and minor services are described below. Annual services and load tests are combined totals provided below per generator. Hourly rates and materials are charged for services or repairs deemed necessary by the City outside the annual service schedule.

The contract amount shall not exceed $15,000 annually, or $75,000 over the maximum five-year term of the contract. The proposed annual contract amount includes $8,700 for major and minor services and load testing, as well as $6,300 for unanticipated repair work.
The staff cost to prepare this report and administer this contract is estimated at $950 and is included in the operating budget of the Community Services Department.
ANALYSIS
The City contracts with an outside vendor for emergency power generator services. Services under this contract include major services, minor services, annual load tests, and additional repairs as necessary. Minor services include, but are not limited to, changing oil and filters, hose inspection, fan and belt inspection, battery inspection and cleaning, inspection of control panels, and repairs of issues identified during the inspection. Major services include all services under minor services, plus brush and clip ring inspection, exciter and regulator inspection, and gauge reading. The contract also includes a requirement for emergency response within one hour of contact by the City.
The City entered into an agreement with Fakouri Electrical Engineering, Inc. (“Fakouri Electrical”) in May 2022. Fakouri Electrical has provided acceptable service; however, they subcontract City services, and scheduling service can be difficult. Fakouri Electrical emergency response fees can also be costly and not timely. For these reasons, the City does not wish to continue services with Fakouri Electrical Engineering, Inc. The initial term of Fakouri Electrical’s contract expires May 31, 2025.
The City issued a Notice Inviting Bid for emergency power generator services in March 2025. At the close of the bidding period, four bids were received. Although Global Power Group, Inc. (“Global Power”) does not have the lowest costs across all generators, their total bid is lower than all other bids received. Global Power is currently the subcontractor that services the City’s generators under the current contract with Fakouri Electrical Engineering, Inc. City staff have worked closely with Global Power over the past few years and are pleased with their services. In addition, Global Power’s contract costs are lower than Fakouri Electrical’s current contract costs. Staff recommends awarding a contract to Global Power Group, Inc. for emergency power generator services.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2024-26 Budget.
