SUMMARY
The basketball courts at Joāt and Griffith Parks have deteriorated significantly, with both courts exhibiting extensive cracking and surface lifting that present safety concerns for users. Due to the extent of the deterioration, resurfacing is no longer a viable repair option, and complete removal and replacement of the existing court surfaces is necessary. City staff worked with Sourcewell to obtain competitive pricing for construction services for the removal and replacement of the existing courts.
RECOMMENDATION
Recommended Action
Staff recommends the City Council:
A. Authorize the City Manager to enter into an agreement with Angeles Contractor, Inc. in the amount of $260,050.20 for Park Basketball Court Replacement Projects at Joāt and Griffith Parks and authorize a ten percent project contingency in the amount of $26,005.02; and
B. Appropriate $286,055.22 from the Equipment and Facility Revolving Reserve to fully fund the projects.

FINANCIAL REVIEW
The City of Claremont is a member of Sourcewell, a purchasing cooperative that provides government and other public agencies access to competitively bid goods and services nationwide. Sourcewell contracts with Gordian to provide Sourcewell members with consulting and administration services for construction projects. This process assists public entities with completing construction projects through a single competitive-bid process consistent with City purchasing policies.
City staff contacted Gordian to facilitate job walks to assess the basketball court concerns at Joāt and Griffith Parks and review the scope of the projects. To lower the cost of the projects to within the estimated budget, the City will be responsible for demolition and disposal of the two courts. Angeles Contractor, Inc. attended the job walks and proposed a project cost of $130,087.66 for Griffith Park and $129,962.54 for Joāt Park, including material and labor. Staff recommends including a ten percent project contingency of $26,005.02, for a total authorized amount of $286,055.22. The current balance in the Equipment and Facility Revolving Reserve is $2,313,632. Should the City Council approve the appropriation as recommended, the remaining balance in the Equipment and Facility Revolving Reserve would be $2,027,577.
The cost to prepare this report and administer this project is estimated at $3,855. This cost is for staff time allocated to the projects and is included in the operating budget of the Community Services Department.
ANALYSIS
The basketball courts at Joāt and Griffith Parks have deteriorated significantly, with both courts exhibiting extensive cracking and surface lifting that present safety concerns for users. Due to the extent of the deterioration, resurfacing is no longer a viable repair option, and complete removal and replacement of the existing court surfaces is necessary. Photos of the existing basketball courts are included as Attachment A to this report.
The proposed Basketball Court Replacement Projects consist of removal and replacement of the existing 6,000-square-foot surface at Joāt Park, including a 3,950-square-foot basketball court, and removal and replacement of the existing 6,250-square-foot surface at Griffith Park, including a 4,550-square-foot basketball court.
Neither of the existing courts are standard size. The project includes complete removal of the existing surfaces, disposal of the removed material, regrading/repaving of the existing areas, resurfacing, and striping. The court at Joāt Park will be replaced with a standard high-school-size court and Griffith Park will be replaced with a professional-size court. Additionally, new basketball hoops will be installed. Construction will be phased so that work occurs at one park at a time, minimizing impacts to the community. Dimensions of the existing courts are included as Attachment B to this report.
Staff recommends entering into an agreement with Angeles Contractor, Inc. for the Park Basketball Court Replacement Projects described above. Angeles Contractor, Inc. previously completed the ABC For Me and Tiny Tots Preschool Blacktop Project for the City, which was completed on time and within budget. Staff also found the contractor to be responsive and easy to work with throughout the project.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Economic Sustainability Plan, General Plan, 2026-28 Budget, and the Youth and Family Master Plan.
