SUMMARY
Western Christian School has submitted an application for expansion of its campus at 3105 Padua Avenue. The proposal includes the installation of ten portable classrooms and one portable restroom facility, as well as an expansion of the parking lot and associated site improvements. As part of the City's review of this project, an environmental review is required under the California Environmental Quality Act (CEQA). Staff has completed a selection process to hire a professional consultant and recommends entering into an agreement with Galvin Preservation Associates (GPA) to prepare an Initial Study and Mitigated Negative Declaration (IS/MND) and related technical studies on behalf of the City.
RECOMMENDATION
Recommended Action
Staff recommends the City Council authorize the City Manager to enter into an agreement with Galvin Preservation Associates in the amount of $123,965.03 to provide environmental review services for the Western Christian School expansion project at 3105 Padua Avenue, and to approve a ten percent contingency of $12,396.50, for a total not-to-exceed amount of $136,361.53.

ALTERNATIVES TO RECOMMENDATION
In addition to the recommendation, there are the following alternatives:
A. Continue the matter for additional information or discussion.
B. Do not approve the proposed agreement with Galvin Preservation Associates, and provide staff with direction on proceeding with the Western Christian School project at 3105 Padua Avenue
FINANCIAL REVIEW
The total cost of the agreement is $123,965.03, with a ten percent contingency of $12,396.50, for a total not-to-exceed amount of $136,361.53. The applicant will be responsible for the full contract amount and for the staff costs required to administer the contract. The full contract amount and a deposit for staff costs will be collected prior to work commencing.
The staff cost to prepare this report and administer this contract is estimated at $500 and is included in the operating budget of the Community Development Department.
ANALYSIS
The Western Christian School campus, originally constructed in 1931 as the Norton School for Boys, includes several buildings more than 50 years old. Western Christian School began operating at this location in 1982. In 1996, a Master Plan was approved for the Western Christian School. In 2014, the school received approval from the City to have 536 students and 66 staff. However, the school is outgrowing its approved capacity and therefore proposes to increase its enrollment and staffing by constructing ten portable classrooms and one portable restroom. Environmental analysis pursuant to the California Environmental Quality Act is required to evaluate potential environmental impacts, such as traffic and historic resources.
The current proposal would increase enrollment from 536 to 836 students and staffing from 66 to 75 staff members. The current proposal would add ten portable classrooms and one portable restroom facility to accommodate the growth. Associated improvements include circulation modifications and expansion of the on-site parking lot.
To address the CEQA requirements, GPA's scope of work includes:
* Preparation of an Initial Study/Mitigated Negative Declaration
* Cultural resources letter report and Native American consultation
* Integration of technical studies (traffic, geotechnical, hydrology, drainage)
* Optional technical studies including Historical Resources Memo, Environmental Site Assessment, Air Quality/Greenhouse Gas Memo, and Noise/Vibration Memo
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, General Plan, and 2024-26 Budget.
CEQA REVIEW
This item is not subject to environmental review under the California Environmental Quality Act (CEQA).
