SUMMARY
Each year, the City of Claremont completes a Sidewalk Rehabilitation Project in which a different area of the City is identified for work to address sidewalk defects and deviations. This year’s project includes removal and replacement of 20,000 square feet of sidewalk, 5,000 linear feet of curb and gutter, and 5,000 square feet of residential drive approach in various locations throughout the City, as well as sidewalk cutting in other areas.
A Notice Inviting Bids for sidewalk removal and replacement services was issued in January 2026. At the end of the bid period, thirteen bids were received. Staff recommends awarding a contract to the lowest responsive bidder, All American Building Service.
Precision Concrete Cutting, Inc. (PCC) has a patented method of safely cutting sidewalk panels to remediate deviations. PCC holds a competitively-bid Master Service Agreement with the California Joint Powers Insurance Authority (CJPIA). As a member agency, the City may elect to utilize PCC’s services under the Master Services Agreement.
RECOMMENDATION
Recommended Action
Staff recommends the City Council:
A. Award a contract to All American Building Services in the amount of $570,000 for the sidewalk removal and replacement components of the 2026 Sidewalk Rehabilitation Project, authorize a ten percent contingency in the amount of $57,000 for a total amount not to exceed $627,000, and authorize the City Manager to execute the agreement;
B. Authorize the City Manager to enter into an agreement with Precision Concrete Cutting, Inc. in the amount of $115,000 for concrete cutting services associated with the 2026 Sidewalk Rehabilitation Project;
C. Authorize the City Manager to enter into an agreement with RKA Consulting Group in the amount of $105,300 for inspection and monument preservation services; and
D. Find this item is exempt from environmental review under the California Environmental Quality Act (CEQA).

FINANCIAL REVIEW
The 2026 Sidewalk Rehabilitation Project, which includes surveying, inspection, concrete cutting, and removal and replacement services at identified locations throughout the City, is solely funded through restricted Measure R funds. No General Fund monies will be used for this project.
The current Capital Improvement Project budget includes funding in the amount of $847,300 for the Sidewalk Rehabilitation Project. The scope of work outlined in the Notice Inviting Bids for this year’s project included removal and replacement of 20,000 square feet of sidewalk, 5,000 linear feet of curb and gutter, and 5,000 square feet of residential drive approach. The proposed cost from the lowest responsive bidder totals $570,000. Allowing for a ten percent contingency of $57,000, the total removal and replacement cost is $627,000. In addition, staff proposes adding concrete cutting by a different contractor, using the Master Agreement with the CJPIA that has been competitively bid at a cost of $115,000. Further, staff proposes to retain the services of RKA Consulting Group to provide contract inspection and monument marking services at a cost of $105,300 bringing the total project cost to $847,300.
This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.
The staff cost to prepare this report and administer this project is estimated at $2,539 and is included in the operating budget of the Community Services Department.
ANALYSIS
In a community with an urban forest consisting of over 24,000 trees, there are many locations in Claremont where sidewalks have lifted, creating deviations that may present safety hazards and potentially lead to trip and fall incidents. According to the CJPIA, a deviation of three quarters of an inch or greater between abutting sidewalk slabs represents a priority repair. Annually, the City compiles a list of known sidewalk deviations throughout the City. In 2025, Precision Concrete Cutting, Inc. completed a citywide sidewalk assessment identifying all deviations greater than one half inch. PCC identified a total of 24,045 existing sidewalk hazards.
Monument pins define the line between properties and are often found on sidewalks or curbs. The City will retain the services of RKA Consulting Group to conduct the monument preservation process. RKA Consulting Group will work throughout the project to ensure that monument pins are preserved and recorded according to State law. RKA Consulting Group will also provide inspection services to ensure the project is completed as required by the contract documents.
PCC uses proprietary and patented cutting technology to repair trip hazards up to two and one half inches deviation. By utilizing concrete cutting for smaller deviations, the City can maximize efficiency and only remove and replace necessary panels. The City has used PCC in the past and recommends using PCC for sidewalk deviations up to two and one half inches. Staff recommends utilizing the Master Services Agreement through the CJPIA to enter into an agreement with Precision Concrete Cutting in the amount of $115,000 for concrete cutting services.
In December 2025, the City issued a Notice Inviting Bids for sidewalk removal and replacement services as part of the Sidewalk Rehabilitation Project. The bid period closed on February 17, 2026, with thirteen bids received. Submitted bids ranged from $570,000 from All American Building Services to $1,365,000 from Miramar General Engineering.
Staff recommends awarding a contract to the lowest responsive bidder, All American Building Services, in the amount of $570,000 for the removal and replacement of sidewalk, curb and gutter, and residential drive approach. All American Building Services is a reputable General Contractor that has been in business for over seventeen years and has completed related public works jobs for the City of Palmdale, Palm Springs Unified School District, City of Redlands, and City of Palm Desert, with favorable references.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2024-26 Budget.
CEQA REVIEW
This item is categorically exempt from environmental review under the California Environmental Quality Act (CEQA). Under CEQA Guidelines section 15301 (“Existing Facilities” - Class I), the citywide sidewalk rehabilitation qualifies as “repair and/or minor alterations of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use.” None of the exceptions in CEQA Guidelines section 15300.2 are applicable here.
