CALIFORNIA HIGHWAY PATROL (CHP) GRANT (FUNDING SOURCE: CALIFORNIA HIGHWAY PATROL CANNABIS TAX FUND GRANT)

SUMMARY
The State of California - California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) solicits grant proposals from city, county, and state law enforcement organizations to reduce and mitigate the impacts of impaired driving in the community. The CTFGP provides financial assistance to public agencies for the education, prevention, and enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis. The intent of the grant program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, and improve agencies’ effectiveness through training and development of new strategies.
CTFGP funds are awarded on a competitive basis, therefore, a comprehensive evaluation of applications by CHP staff is part of their Request for Proposals (RFP) process. Evaluation criteria include prior grants awarded to an agency, and the need for specific enforcement relating to impaired driving.
The Claremont Police Department submitted a grant proposal to fund a CHP impaired driving enforcement grant. Following the competitive review by CHP staff, the Claremont Police Department’s grant was selected for funding.
RECOMMENDATION
Recommended Action
Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE STATE OF CALIFORNIA ALCOHOL BEVERAGE CONTROL (ABC) GRANT PROGRAM.

FINANCIAL REVIEW
The CHP grant fully funds the personnel, operating, and travel expenses associated with the grant operations.
CHP awarded the Claremont Police Department $119,042.32 for the costs associated for DUI Saturation Patrols and DUI Checkpoints, which includes costs for straight time, overtime, and benefits.
The cost to research this issue, prepare documentation, complete the grant application, and prepare this report is estimated at $1,154 and is included in the operating budget of the Claremont Police Department.
ANALYSIS
The State of California - California Highway Patrol Cannabis Tax Fund Grant Program solicits grant proposals from city, county, and state law enforcement organizations to reduce and mitigate the impacts of impaired driving in the community. The CTFGP provides financial assistance to public agencies for the education, prevention, and enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis. The intent of the grant program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, and improve agencies’ effectiveness through training and development of new strategies.
The goal of participating in this grant program is to implement strategies and practices to reduce the number of individuals killed and/or injured in traffic collisions involving alcohol and/or drugs. Strategies will include impaired driving enforcement and DUI checkpoints.
The grant funds will be used for a combination of staff overtime to reduce the number of persons killed or injured in traffic collisions due to impairment. DUI patrols and checkpoints will be utilized to locate and apprehend impaired drivers.
CTFGP funds are awarded on a competitive basis, therefore, a comprehensive evaluation of applications by CHP staff is part of their Request for Proposals process. Evaluation criteria include prior grants awarded to an agency, and the need for specific enforcement relating to impaired driving.
The Claremont Police Department submitted a grant proposal to fund a California Highway Patrol impaired driving enforcement grant to meet the following objectives:
• Complete three DUI checkpoints.
• Complete 20 DUI Saturation Patrols.
Following the competitive review by CHP staff, the Claremont Police Department’s grant proposal was selected for $119,042.32 in funding.
Staff anticipates that the additional overtime funding provided by the grant will enhance the Police Department’s impaired driving enforcement efforts, with the goal of reducing impaired driving-related traffic collisions and calls for service.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following: Council Priorities, General Plan, 2026-28 Budget, and the Youth and Family Master Plan.
