SUMMARY
The property owner of a single-family home located at 1012 Lamonette Street, Claremont, CA (APN 8671-002-016), which property is situated on the south side of Lamonette Street and is a portion of Tract 982 (Lot 19), has requested annexation of the property into the Los Angeles County Sanitation District No. 21 (District) in order to receive off-site disposal of sewage. In doing so, this home would be connected to the City sewer system. The lot is approximately 1.119 acres in size with a building area of approximately 2,280 square feet.
The annexation process requires that a resolution for property tax exchange be adopted by all local agencies that receive an apportionment of the property tax from the annexation area before the annexation may be approved by the District. A proposed City Council resolution is included as Attachment A to this report.
RECOMMENDATION
Recommended Action
Staff recommends the City Council:
A. Adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING AND ACCEPTING THE LOS ANGELES COUNTY SANITATION DISTRICT'S REQUEST FOR A NEGOTIATED EXCHANGE OF PROPERTY TAX REVENUES ASSOCIATED WITH ANNEXATION NO. 776, CONSISTING OF OFF-SITE DISPOSAL OF SEWAGE FOR ONE SINGLE-FAMILY LOT WITH ONE EXISTING SINGLE-FAMILY RESIDENCE LOCATED AT 1012 LAMONETTE STREET (APN 8671-002-016); AND AUTHORIZING EXECUTION OF A JOINT RESOLUTION WITH ALL AFFECTED AGENCIES; and
B. Find this item is exempt from environmental review under the California Environmental Quality Act (CEQA).

ALTERNATIVES TO RECOMMENDATION
In addition to the staff recommendation, there are the following alternatives:

FINANCIAL REVIEW
For each fiscal year commencing on or after July 1, 2024 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to the District a total of 0.4213075 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 776, as shown on the worksheet attached to the joint resolution (which is the exhibit to the proposed City Council resolution).
Sharing the property tax increment resulting from this annexation will not result in any loss of existing ad valorem tax revenue currently received by the City for this property. The City would be giving up a portion of the increase in property tax revenues it would have received after the effective date of this jurisdictional change. The shared tax increment will be used by the District to pay for operation and maintenance costs. Additionally, all sewer connection and maintenance fees will be paid to the City of Claremont by the property owner.
Costs to research and investigate the annexation, prepare documentation, and complete this report are estimated at $575 and are included in the operating budgets of the Administrative Services and Community Development Departments.
ANALYSIS
Annexation No. 776 consists of one single-family residence located at 1012 Lamonette Street (APN 8671-002-016), which property is situated on the south side of Lamonette Street, and is a portion of Tract 982 (Lot 19). This lot is approximately 1.119 acres in size, with a building area of approximately 2,280 square feet. The applicant has requested annexation of the subject property into County Sanitation District No. 21 to receive off-site disposal of sewage. The annexation area is located within the City boundaries and would require that the property be connected to the City sewer system.
The annexation process for new service not previously provided to an area requires that a resolution for property tax exchange be adopted by all the affected local agencies before an annexation may be approved by the District, and that the governing bodies of all local agencies that receive an apportionment of the property tax from the area determine by resolution the amount of the annual tax increment to be transferred to the special district.
The resolution approving a negotiated exchange of property tax revenues associated with Annexation 776 is Attachment A to this report. The resolution also provides the Mayor authority to sign the joint resolution among the affected agencies to approve and accept the exchange. The joint resolution and worksheet combined are the Exhibit to Attachment A.

RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds the item relates to Council Priorities, the Sustainable City Plan, the General Plan, and the 2024-26 City Budget.
CEQA REVIEW
This item is categorically exempt under the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15319 (Class 19 - Annexations of Existing Facilities and Lots for Exempt Facilities) and 15303(d) (Class 3 - New Construction or Conversion of Small Structures). The Class 19 exemption allows for annexations into existing districts provided the utility has capacity to serve the facility. The purpose of annexation to Sanitation District No. 21 (a special district that is responsible for the treatment of sewage) is to pay for treatment capacity and trunk lines, and to allow the property in question to connect to the local sanitary sewage system in Claremont and pay the appropriate sewer connection and maintenance fees. The local sewer line has capacity to accept this connection of one single-family home. It is the goal of the City to have every unit connected to a sanitary sewer to improve and protect the local groundwater quality.
Additionally, none of the exceptions to the Class 3 categorical exemptions set forth in State CEQA Guideline Section 15300.2 applies to the proposed project because the proposed project: (1) is not located in a uniquely sensitive environment; (2) is not located within a highway officially designed as a state scenic highway; (3) is not located on a hazardous waste site; (4) would not have a cumulative impact; and (5) would not have a significant substantial adverse change in the significance of a historical resource. Therefore, the Class 19 and Class 3 categorical exemptions apply, and the exceptions do not apply.
