SUMMARY
Claremont receives an annual formula allocation of Transportation Development Act (TDA) Article 4, State Transit Assistance (STA), Senate Bill 1 (SB1) STA, and SB1 State of Good Repair funds through the State of California. These funds are used for operating and capital expense related to the City’s Dial-a-Ride (DAR) program.
In September 2026, the City received final reconciled billing from Pomona Valley Transportation Authority for 2025-26 transit program expenditures. To receive Metro funds to cover these costs, the City is required to submit City Council approved claim forms prior to October 1, 2026. Attached for the City Council’s review and adoption is a resolution authorizing the City Manager to submit the required claim forms.

Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF THE 2025-26 TRANSPORTATION DEVELOPMENT ACT - ARTICLE 4, STATE TRANSIT ASSISTANCE, SENATE BILL 1 STATE TRANSIT ASSISTANCE, AND SENATE BILL 1 STATE OF GOOD REPAIR CLAIMS FORMS TO RECEIVE CAPITAL AND OPERATING FUNDS.

FINANCIAL REVIEW
The City’s funding allocations for 2025-26 are as follows:
• TDA Article 4 $137,801
• STA $ 34,184
• SB1 STA $ 25,729
• SB1 State of Good Repair $ 9,671
These funds are combined with other transit revenues to fund operating expenses for the Claremont DAR service and transit-related capital projects. The resolution authorizes the City Manager to submit claim forms for the City’s allocation to cover the cost of 2025-26 transit operations. Any surplus funds will be reserved for future transit operating and capital costs.
The staff cost to prepare this report and administer this program is estimated at $3,500 and is included in the operating budget of the Community Services Department.
ANALYSIS
Each year the City receives a formula allocation of TDA, STA, and SB1 funds through the Los Angeles County Metropolitan Transportation Authority (Metro). TDA revenue is derived from one-quarter of one percent (0.25%) of the retail sales tax collected statewide from transportation planning and mass transit activity. STA revenue is generated from a statewide sales tax on gasoline and diesel fuels. The SB1 State of Good repair program is funded from a portion of the Transportation Improvement Fee on vehicle registrations. All funding sources are appropriated by Metro and limited to transit operating and transit-related capital expenses.
To receive its annual allocation, the City is required to submit the applicable claim forms and adopt a resolution authorizing the reservation of funds based on demonstrated need. In September 2026, Pomona Valley Transportation Authority provided the City with final, reconciled billing for 2025-26 transit program expenditures. The resolution (Attachment) authorizes the City Manager to submit claim forms for the City’s allocation to cover the cost of 2025-26 operations. Any surplus funds will be reserved for future transit operating and capital costs.
The Dial-a-Ride service is a demand-response transit service for all Claremont residents. There are two components to the system: Uber service and group service. Uber provides on-demand transportation for individuals or parties up to three people; the group service is for groups of six or more traveling to the same destination. The program is fully funded by Federal, State, and local transit revenues including TDA, STA, and SB1 funds.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, 2026-28 Budget, and the Youth and Family Master Plan.
