AUTHORIZATION TO ENTER INTO A LEASE AGREEMENT WITH CLAREMONT AFTER-SCHOOL PROGRAMS, INC. (FUNDING SOURCE: GENERAL FUND)

SUMMARY
Since 2005, Claremont After-School Programs, Inc (CLASP) has provided homework assistance and enrichment activities to academically at-risk elementary students in the Claremont Unified School District. The Wheeler Park building has been leased to CLASP to provide these services throughout the school year. The last lease agreement was approved by the City Council in 2021 and will conclude at the end of the month.
RECOMMENDATION
Recommended Action
Staff recommends the City Council authorize the Recreation and Human Services Director to execute a three-year lease agreement with Claremont After-School Programs, Inc., with one optional two-year extension and authorize the execution of any future non-substantive administrative amendments related thereto.

FINANCIAL REVIEW
Under the current lease agreement, CLASP provides a lease payment of $25 per week for use of the Wheeler Park building, which includes the cost of utilities. Lease payments will be adjusted annually based on the Consumer Price Index (CPI) for the Los Angeles-Riverside-Orange County area, not to exceed three percent (3%) annually.
The staff cost to prepare this report is estimated at $774 and is included in the operating budget of the Recreation and Human Services Department.
ANALYSIS
CLASP has operated to provide homework assistance, recreation, food resources, and enrichment activities to academically at-risk elementary students in the Claremont community for over twenty years. The City of Claremont, Claremont Unified School District, and many community volunteers came together to build CLASP for struggling elementary school students, particularly those whose families had no access to such programs for financial or other reasons.
The proposed lease agreement does not substantially change the terms of the last amendment to the lease agreement, which was executed in 2024. Continuing to provide a classroom setting for CLASP highlights the City’s commitment to providing quality early childhood education opportunities, homework help, and mentorship that support Claremont families.
LEGAL REVIEW
The City Attorney has reviewed the agreement and approved it as to form.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, General Plan, 2026-28 Budget, and the Youth and Family Master Plan.
