APPOINTMENT OF MEMBERS TO THE PUBLIC ART COMMITTEE AND THE SUSTAINABILITY COMMITTEE

SUMMARY
The Public Art Committee is charged with providing expert advice regarding Public Art Program policies and procedures; artist selection, review panels, and processes for municipal and private development projects; maintenance and conservation of artwork; proposed deaccession of artwork; proposed gifts and loans of artwork; and advocacy, community outreach and strategic planning in support of the Public Art Program. Members are appointed by the City Council for a term of four years, and no member may serve more than two consecutive terms. There is one current vacancy on the Public Art Committee. The regular meeting date of the Public Art Committee is the second Monday of each month.
The Sustainability Committee’s role is to provide citizen oversight of the City’s sustainability efforts and the City’s Sustainable City Plan, as well as to make recommendations on the scope and timing of future updates to the Plan. There is one current vacancy to be filled on the Committee. The prescribed term is for four years. The regular meeting date of the Sustainability Committee is the third Monday of the month.
The City Council Ad Hoc Commission Selection Committee comprised of Mayor Pro Tempore Jennifer Stark and Councilmember Corey Calaycay conducted interviews of all interested applicants.
RECOMMENDATION
Recommended Action
The City Council Ad Hoc Commission Selection Committee recommends that the City Council make the following appointments:
Public Art Committee:
Howard Spector, for a term to expire June 1, 2022.
Sustainability Committee:
Sam Atwood, for a term to expire January 31, 2024.

FINANCIAL REVIEW
The staff cost to prepare this report and administer this program is estimated at $984 and is included in the operating budget of the Administrative Services Department.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds the following:
Council Priorities - This item addresses the Council Priority entitled “Preserve our natural, cultural, and historic resources”.
Sustainability Plan - This item meets implementation Goal 7.2: Permanently integrate the principles, goals, policies and actions of this Sustainability Plan into the organizational structure and ongoing decision-making processes of the City.
Economic Sustainability Plan - This item does not relate to the Economic Sustainability Plan.
General Plan - This item addresses Measure I-66: Appoint residents who possess a strong interest in the community and are able to give generously of their time to serve on the City’s commissions/committees to perform the specific tasks as set forth in the City’ Municipal Code.
2019-20 Budget - This item meets the General Government Work Plan Goal GG-2: Involve interested citizens in the local government decision-making process.
Youth and Family Master Plan - This item does not relate to the Youth and Family Master Plan.
CEQA REVIEW
These appointments are not subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and Section 15060(c)(3) (the activity is not a “project” as defined in Section 15378). CEQA Guidelines Section 15378(b)(2) excludes “[c]ontinuing administrative ... activities, such as ... personnel-related actions” and “general policy and procedure making” and Section 15378(b)(5) excludes “[o]rganizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment” from its definition of “project.”
Even if this item were a “project,” it would be exempt from environmental review under CEQA Guidelines Section 15061(b)(3)’s “general rule” that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Here, it can be seen with certainty that there is no possibility that this item, in and of itself, will have a significant effect on the environment. On its own, this action will not result in any physical changes to the environment.
