APPOINTMENT OF A MEMBER TO THE TRAFFIC AND TRANSPORTATION COMMISSION AND TO THE SUSTAINABILITY COMMITTEE

SUMMARY
Traffic and Transportation Commission
The Traffic and Transportation Commission is responsible for helping to promote a safe environment while traveling within the City; considering alternative modes of travel, including regional transportation systems; traffic hazard mitigation; providing bicycle and pedestrian-oriented development; mitigating traffic noise and maintaining good air quality; circulation and parking management; and long-range traffic plans.
A vacancy on the Commission has occurred resulting from Commissioner Buff Brown’s resignation due to relocation outside of the City.
Sustainability Committee
In 2008, the City Council adopted the Sustainable City Plan (SCP), which provides a framework to help implement the sustainable community vision that is detailed in the City's General Plan. As provided for in the SCP, the City Council appointed a nine-member Sustainability Committee, which began meeting in 2009. The Committee’s primary functions are to update the Sustainable City Plan, monitor progress towards achieving the SCP's goals, and to prepare an annual report.
There are currently two vacant positions on the Sustainability Committee.
The City Council Ad Hoc Selection Committee, comprised of Mayor Corey Calaycay and Vice Mayor Jennifer Stark, conducted interviews of interested applicants, and are putting forward their candidate recommendations for City Council consideration. If these appointments are confirmed, one vacancy on the Sustainability Committee will remain to be filled at a future date.
RECOMMENDATION
Recommended Action
The City Council Ad Hoc Selection Committee recommends the City Council:
A. Appoint Andrew Velebil to the Traffic and Transportation Commission for a term to expire August 31, 2028; and
B. Appoint Jim Lam to the Sustainability Committee for a term to expire January 31, 2029.

FINANCIAL REVIEW
The staff cost to coordinate interviews and prepare this report is estimated at $876 and is included in the operating budget of the Administrative Services Department.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainability Plan, General Plan, and the 2024-26 Budget.

This item is not subject to environmental review under the California Environmental Quality Act (CEQA).
