SUMMARY
The City of Claremont contracts for electrical services. The contract electrician responds as needed to a variety of issues related to interior and exterior electrical circuits, parks and sports lighting, and generators. In July 2026, the City issued a Notice Inviting Bid (NIB) for On-Call Electrical Services and recommends awarding a contract to Green Shield Energy in an amount not to exceed $50,000 annually for up to a five-year period.
RECOMMENDATION
Recommended Action
Staff recommends the City Council authorize the City Manager to execute a three-year contract with two optional one-year extensions with Green Shield Energy for on-call electrical services, in an amount not to exceed $50,000 annually.

FINANCIAL REVIEW
The proposed contract establishes a not-to-exceed annual contract amount of $50,000. Under the contract, work will be assigned on an as-needed basis at an hourly rate of $120 for electrician services and $150 for supervisory services. Funding for these services is available in the General Fund and the Landscape and Lighting Fund.
This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.
The staff cost to prepare this report and administer this contract is estimated at $1,390 and is included in the operating budget of the Community Services Department.
ANALYSIS
Services provided under the on-call electrical repair contract include but are not limited to installation and repair of internal and external building electrical systems, outdoor lighting, sports field lighting, shoebox streetlights, and generators. The workload under the electrical services contract is highly variable and often involves emergency or on-call services that require an immediate response to address issues and restore normal City operations.
The Community Services Department budget includes the contract cost for on-call electrical services. In July 2026, the City released a Notice Inviting Bids for On-Call Electrical Services. Six bids were received at the end of the bid period. Bidders and their respective hourly rates for standard labor and supervisory-level response are listed in the table below:

Green Shield Energy is the lowest, most responsible, responsive bidder, with an hourly labor rate of $120 and a supervisory rate of $150. Staff recommends entering into a contract with Green Shield Energy in an amount not-to-exceed $50,000 annually for on-call electrical services.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2026-28 Budget.
