SUMMARY
Staff brought this item to the Traffic and Transportation Commission (TTC) on January 23, 2025 for a study session on the thirty percent draft layout for the proposed active transportation improvements for Arrow Highway (Indian Hill Boulevard to Cambridge) and Cambridge Avenue (Arrow Highway to Bonita Avenue). Feedback received at the study session was documented and provided to the consultant team for consideration.
At tonight’s meeting, staff will bring an update to the TTC to present modifications and upgrades to the thirty percent layout, following the prior study session. Next steps for this project will be to proceed to the sixty percent stage of the design. Staff will then review the plans before proceeding with the completion of the design.

Staff recommends that Traffic and Transportation Commission review the staff report, provide feedback and receive and file this project update.

FINANCIAL REVIEW
The staff cost to prepare this report is estimated at $1,477 and is included in the operating budget of the Community Development Department.
Grant funds have been awarded to the City of Claremont in the amount of approximately $7,000,000 in Multi-Sub-Regional Program Funds for the design and estimated construction costs.
ANALYSIS
Staff previously brought this item to the TTC for a study session at its January 23, 2025 meeting to present the thirty percent draft layout for the proposed active transportation improvements for Arrow Highway (Indian Hill Boulevard to Cambridge) and Cambridge Avenue (Arrow Highway to Bonita Avenue). Feedback received at this study session was documented and provided to the consultant team for consideration.
In addition, staff facilitated a neighborhood meeting on June 16, 2025. The neighborhood meeting was held in response to public feedback received at the January 23, 2025 TTC meeting, requesting a neighborhood meeting to expand the public outreach. For reference, the January 23, 2025, staff report and meeting minutes are provided as an Attachment.
The Final thirty percent plans received from the consultant, being presented tonight, include proposed improvements or modifications that took into consideration feedback received at the January 23, 2025, TTC meeting and the neighborhood meeting.
The following describes the identified improvements, including updated items addressing public comment from the January 23, 2025, TTC Meeting and June 16, 2025, Neighborhood meeting, for Arrow Highway and Cambridge Avenue, also referenced as Phase 1 Improvements.
Phase 1 Multimodal Regional Corridor Plan (MMRCP) and First/Last Mile Improvements
• Arrow Highway (Cambridge Avenue to Indian Hill Boulevard)
o 82-feet curb to curb (existing condition)
o 7-foot Class IV bike lanes
o 5-foot Class IV buffer median
o 11-foot travel lanes
o 14-foot median (existing)
o Warranted traffic Signal at Bucknell at Indian Hill

This street section was evaluated for Class IV bike lanes, and it was determined that Class IVs are not appropriate for this section of the project. This section of the project will be improved with Class II bike lanes enhanced with green paint and buffers.

o 48 feet curb to curb
o 7-foot Class IV bike lane
o 5-foot Class IV buffer (raised median)
o 12-foot travel lanes (12-foot versus 11-foot to accommodate the commercial truck access to Wharton Drive)

Coordination of Claremont’s MMRCP Improvements with the City of Pomona
Recently, the City of Pomona has reached out to the City of Claremont to coordinate its up-coming bike and pedestrian improvements project on Arrow Highway. The section of Arrow Highway within the City of Pomona transitions to the City of Claremont at the intersection of Mountain/Cambridge Avenues, at the connecting point with the Arrow Highway and Cambridge Avenue Bike and Pedestrian Improvements.
The City of Pomona is currently starting its design phase and has contacted Claremont staff to coordinate and discuss potential design proposals connecting both projects for a continuous bike facility between both communities.
At this time, the Pomona section is in its preliminary design phase. Claremont has used these coordination efforts to express requests received from Claremont residents residing in the Princeton and Piedmont neighborhoods along the north side of Arrow Highway. In past years, staff have received requests from these residents asking for wider walkways. With the Pomona bike and pedestrian project moving forward, Claremont has requested a curb extension from Cambridge Avenue to Marywood Avenue to accommodate a wider walkway. City of Pomona staff has agreed to look into the inclusion of this improvement on the north side of Arrow Highway from Cambridge Avenue to Towne Center Drive (further west of Marywood Avenue, within City of Pomona).
This curb extension would provide for wider sidewalks along the north side of Arrow Highway, provide reconstructed Americans with Disabilities Act (ADA) ramps, and striped parking areas. Bi-directional bikeway improvements are proposed for the south side of Arrow Highway within the City of Pomona.
Next Steps
Staff will work with the consultant to complete the sixty percent plans. Staff will continue the plan review process and provide comments or corrections. Following the sixty percent stage, the consultant will proceed to complete the design by Summer 2026.
Staff will also continue to work with the City of Pomona to find a solution to connect their bi-directional bike improvements and transition into the City of Claremont’s Arrow Highway and Cambridge Avenue Improvements.
Staff will bring an update to the TTC once Pomona and Claremont have a recommended design to transition the bi-directional bike improvements.
