SUMMARY
On June 5, 2026, the City advertised its Citywide Speed Survey Implementation Project (Various Locations), C.I.P. 2026-01 (Project). Sealed bids for this project were due by 3:00 PM on July 6, 2026. Unfortunately, staff received no bid submissions for this project by the advertised due date and time.
Per Claremont Municipal Code (C.M.C) 3.15.080.H, C.M.C 3.15.090.F, and Public Contract Code Section 22038(c), staff was able to contact contractors informally to obtain bids to complete the project.
On July 14, 2026, the City received one informal bid. Specialized Pavement Marking, from Cypress, California, submitted their bid for the Citywide Speed Survey Implementation Project, in the amount of $143,120.
The project includes the removal and replacement of existing posted speed signs, and installation of additional signs and posts necessary to implement the recently approved 2026 Citywide Speed Survey by City Council at their May 26, 2026 meeting.
Staff recommends the City Council authorize the City Manager to execute an agreement to implement the updated posted speed limits per the 2026 Speed Survey, keeping the current schedule of September 27, 2026 when the speed limits become active for enforcement.

Staff recommends the City Council:
A. Authorize the City Manager to execute an agreement with Specialized Pavement Marking in the amount of $143,120, and authorize a 10 percent contingency in the amount of $14,312, for a total amount not to exceed $157,432; and
B. Appropriate $157,432 in State Gas Tax funds to complete the project.

FINANCIAL REVIEW
This project was originally advertised on June 5, 2026. No bids were received by the due date of July 6, 2026. Therefore, staff was allowed to engage in an alternative purchasing process. This alternative process is authorized per C.M.C 3.15.080.H, C.M.C 3.15.090.F, and Public Contract Code Section 22038(c).
On July 14, 2026, the City of Claremont received an informal bid from Specialized Pavement Marking, of Cypress California, in the amount of $143,120. In addition to the bid amount, staff recommends a project contingency of $14,312, bringing the total authorized amount for the project to $157,432. Staff recommends an appropriation from the State Gas Tax Fund to complete this project.
This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.
The staff cost to prepare this report is $1,250 and the cost for Advantec Consulting Engineers to the prepare the plans and specifications was $23,840. Both are included in the operating budget of the Community Development Department.
ANALYSIS
The City Council recently approved the 2026 Citywide Speed Survey at its May 26, 2026 meeting. Following the approval of this citywide speed survey, staff proceeded to have plans and specifications prepared by Advantec Consulting Engineers.

Per Claremont Municipal Code (C.M.C) 3.15.080.H and C.M.C 3.15.090.F, if no bids are received, the authorized contracting party may award the contract by any alternative purchasing procedure. This procedure is also supported by Public Contract Code Section 22038(c), permitting the public agency to either perform work through its own forces or negotiate a contract with a third party if no bids are received for a public works project.

The project includes the removal and replacement of existing posted speed signs, and installation of additional signs and posts necessary to implement the recently approved 2026 Citywide Speed Survey by City Council at their May 26, 2026 meeting.
Following the installation of new signs, stencils, and the removal and replacement of updated speed limit signs, the scheduled date of September 27, 2026 will allow for the speed limits to become active for enforcement. As previously stated at the May 12, 2026 City Council meeting, warnings will be issued for 30 days prior to citations being issued in October 2026 for violations of the newly posted speed limits.
