SUMMARY
The Claremont Police Department requests authorization to enter into a five-year agreement with Axon Enterprise, Inc. for the purchase, licensing, maintenance, and support of Taser 10 conducted energy weapons and associated equipment in an amount not to exceed $254,134.04, with an additional five percent contingency of $12,706.70 for any necessary change orders during the five-year term of the agreement.
The Taser 10 is the current generation of Axon's conducted energy weapon platform and will replace the Department's existing Taser devices. The upgrade will provide officers with newer technology, improved capabilities, and continued access to manufacturer-supported equipment, training resources, software, and replacement parts and supplies.
Axon is the manufacturer and sole source provider of Taser-branded conducted energy weapons and their proprietary associated hardware, software, licensing, and support. Staff recommends that the City Council authorize the purchase as a sole source procurement.
Funding for the first two years of the five-year agreement is available in the Supplemental Law Enforcement Services Fund (SLESF). Funding for the remaining three years of the agreement will be incorporated into the development of future Police Department operating budgets.

FINANCIAL REVIEW
The total cost of the proposed five-year agreement with Axon Enterprise, Inc. is $254,134.04. Staff proposes an additional five percent contingency of $12,706.70 for any necessary change orders, which would bring the total authorized amount for the agreement to $266,840.74. The Police Department’s current budget includes funding in the Supplemental Law Enforcement Services Fund for the first two years of the agreement. The SLESF utilizes funding to law enforcement agencies to support front-line law enforcement services. Funding obligations associated with years three through five will be incorporated into the Department’s future operating budgets.
The five-year agreement allows the Police Department to secure predictable costs for the Taser program while ensuring continued access to necessary equipment, licensing, warranties, maintenance, and manufacturer support.
This purchase is a sole-source purchase that does not require bidding and complies with all City purchasing guidelines. Contract documents are available for review in the City Clerk’s Office.
The staff cost to prepare this report and administer this project is estimated at $2,500 and is included in the Police Department's operating budget.
ANALYSIS
Conducted energy weapons are important components in the Department’s less-lethal force options. These devices provide officers with additional tools to safely resolve incidents involving subjects who are actively resistant or assaultive when the use of a conducted energy weapon is reasonable, necessary, and consistent with Department policy and State Law.
The Department currently deploys the Taser X7, manufactured by Axon Enterprise, Inc. In early 2026, Department training staff began to evaluate the Taser 10 device. Staff concluded that an upgrade and replacement of the current Taser devices would enhance officers’ ability to utilize de-escalation techniques, offer improved range, and increase the overall effectiveness of the device.
Unlike earlier-generation devices that deploy two probes simultaneously from a single cartridge, the Taser 10 utilizes individually targeted probes, providing officers with greater flexibility in establishing device effectiveness.
The Taser 10 platform also incorporates advanced device diagnostics, logging, and evidence management capabilities. These features support accountability and will assist the Department in maintaining comprehensive records related to device use, deployment, and maintenance.
Axon is the manufacturer and sole source provider of Taser-branded conducted energy weapons and the proprietary hardware, software, licensing and accessories, warranties, maintenance, and technical support associated with the Taser 10 Platform.
Competitive bidding would not provide the Department with an equivalent source for the Taser 10 platform, and staff recommends approval of Axon Enterprise, Inc. as the sole source provider for this procurement.
The proposed agreement has a total five-year cost of $254,134.04 and provides the Police Department with Taser 10 equipment and associated services necessary to maintain the program throughout the agreement term. In the event of any staffing changes or policy changes, the Department recommends a five percent contingency in the amount of $12,706.70 to cover any change orders, bringing the total proposed authorization to $266,840.74.
