RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-26 FUNDED BY SB1: ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 (FUNDING SOURCE: STATE GAS TAX FUND)

SUMMARY

 

Senate Bill 1 (SB1), known as the Road Repair and Accountability Act of 2017, was signed into State law by the Governor on April 28, 2017. This bill addresses basic road maintenance, rehabilitation, and safety issues on both State highways and local streets. SB1 increased fuel excise taxes, diesel fuel sales taxes, and vehicle registration fees to provide a source of funding for the maintenance and rehabilitation of State highways and local roadways.

 

On November 1, 2017, the State Controller began depositing various portions of this new funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). A percentage of this funding is apportioned to eligible cities and counties pursuant to the Streets and Highways Code (SHC) Section 2032(h) for basic roadway maintenance, rehabilitation, and safety projects on local streets. Cities eligible for RMRA funding are required to adopt a resolution that includes a project list proposed to be funded by SB1’s RMRA and submit the resolution and project list to the California Traffic Commission (CTC) to receive funding.

 

To be eligible for 2025-26 SB1 RMRA funding, cities must submit their adopted resolution and project list to the California Traffic Commission (CTC) by July 1, 2025. Monthly allocations from the RMRA for 2025-26 are anticipated to be received beginning in July 2025. The annual amount to be received is estimated at $1,000,761.

Recommended Action

Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-26 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017.

FINANCIAL REVIEW

 

Adoption of the resolution (Attachment) and the submittal of the project list to the CTC will result in the City receiving an estimated $1,000,761 in SB1 RMRA funding for 2025-26. These revenues will be used to fund a portion of projects included on the project list being submitted to the CTC.

 

The City will continue to receive SB1 RMRA funding annually to help address roadway maintenance and rehabilitation as long as it continues to follow the procedures outlined. This figure will vary according to tax revenues collected each fiscal year.

 

The cost to prepare this report is estimated at $1,152 and is included in the operating budget of the Community Development Department.

 

ANALYSIS

 

To continue to receive SB1 funding, the City must provide the CTC with an approved list of projects to be funded by the RMRA.  Annual resolutions are required to be adopted by the City Council, and new/updated project lists must be submitted to the CTC. The deadline to submit these required documents for 2025-26 is July 1, 2025.

 

Staff prepared a list of proposed projects for 2025-26, for which RMRA funding is available. A project list has been included as an Exhibit to the proposed Resolution. The project recently included in the list is described below:

 

                     Cambridge Avenue (Bonita Avenue to Arrow Highway): This project will include the grinding and paving of the existing asphalt roadway surface with two inches of Rubberized Asphalt Concrete (RAC). Additionally, this project will incorporate bike and pedestrian amenities such as Class IV and Class II Bike Lanes, Americans with Disabilities Act (ADA) improvements, and signage and striping improvements features as determined feasible during the design phase of the project, according to its capacity to financially accommodate the Claremont Complete Streets Policy.

 

RELATIONSHIP TO CITY PLANNING DOCUMENTS

 

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainability Plan, General Plan, and the 2024-26 Budget.
