SUMMARY

Every year, the League of California Cities (Cal Cities) convenes a member-driven General Assembly at the California Cities Annual Conference and Expo. At the General Assembly meeting, the membership will act on conference resolutions that establish Cal Cities policy.

The City Council must designate a voting delegate for the City to be eligible to cast its votes at this meeting. The City Council may also appoint up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to attend. The voting delegate and alternates must be registered attendees of the Annual Conference.

RECOMMENDATION

Recommended Action
Staff recommends the City Council designate a voting delegate and one or two alternate voting delegates for the League of California Cities 2025 Conference and Expo General Assembly meeting to be held on October 10, 2025.

FINANCIAL REVIEW

The staff cost to prepare this report is estimated at $476 and is included in the operating budget of the Administrative Services Department.

ANALYSIS

At the General Assembly meeting held at the end of the League of California Cities Annual Conference and Expo, the membership will consider and act on resolutions that establish Cal Cities policy. Consistent with Cal Cities bylaws, the City Council must take formal action to designate a voting delegate to participate in the votes. Voting delegates must be Conference registrants.

Per City Council action on January 14, 2025, Councilmember Stark and Councilmember Reece were appointed to serve as the Claremont delegate, and alternate, respectively, for the General Membership meetings of the League of California Cities for the current year. However, selection of voting delegates for the Annual Conference General Assembly meeting is a separate action to be taken by the City Council. The City Council may also appoint up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to attend.

RELATIONSHIP TO CITY PLANNING DOCUMENTS

Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds that it applies to the Council Priorities, Economic Sustainability Plan, and the 2024-26 Budget.

CEQA REVIEW

This item is not subject to environmental review under the California Environmental Quality Act (CEQA).
