SUMMARY

 

In November 2024, the Community Services Department identified a segment of corrugated metal storm drainpipe off La Junta Drive that needs repairs. A closed-circuit television (CCTV) recording was prepared to determine the current condition of the pipe. After identifying defects, the recording was provided to three vendors that specialize in sewer and storm drain lining and repair services for the purposes of soliciting bids for the repair work. Tunnelworks Services, Inc. was the lowest responsive bidder.

 

RECOMMENDATION

 

Recommended Action

Staff recommends the City Council:

A.                     Authorize the City Manager to execute an agreement with Tunnelworks Services, Inc. in the amount of $44,600 for storm drain repairs; and

B.                     Appropriate $44,600 from the Drainage Fund to fully fund the agreement.

FINANCIAL REVIEW

 

The cost to perform the storm drain repair is $44,600. The City’s Drainage Fund has an available fund balance of more than $811,000, which is sufficient to cover these costs. Staff recommends that the City Council appropriate $44,600 from the Drainage Fund to pay for the repairs.

 

This purchase complies with all City purchasing guidelines. Bid and contract documents are available for review in the City Clerk's office.

 

The staff cost to prepare this report and administer this project is estimated at $5,700 and is included in the operating budget of the Community Services Department.

 

ANALYSIS

 

In November 2024, a resident contacted the City to report concerns regarding the storm drain adjacent to his home. The City inspected the 30-inch corrugated metal pipe utilizing a CCTV camera. Based upon the inspection, City staff determined that repairs are required, including lining 135 linear feet of the corrugated metal pipe, repairing two bottom voids, and cutting a protruding pipe obstruction and repairing the penetration point. Staff solicited quotes from three vendors and received two responsive bids:

 

                     Tunnelworks Services, Inc.                                                                                    $44,600

                     Southwest Pipeline & Trenchless Corp.                                          $59,000

 

Staff recommends entering into an agreement with Tunnelworks Services, Inc. for this work. Tunnelworks has completed the City’s Sewer Rehabilitation Projects for the past five consecutive years, as they have consistently been the lowest responsive bidder. In addition to offering consistently competitive pricing, Tunnelworks provides a high-quality work product. For the past ten years, they have provided sewer rehabilitation, assessment, and CCTV services to various cities, including Los Angeles, Hermosa Beach, Carlsbad, and La Puente.

 

RELATIONSHIP TO CITY PLANNING DOCUMENTS

 

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, Economic Sustainability Plan, General Plan, and the 2024-26 Budget.
