SUMMARY

The State of California - California Highway Patrol (CHP) Cannabis Tax Fund Grant Program (CTFGP) solicits grant proposals from city, county and state law enforcement organizations to reduce and mitigate the impacts of impaired driving in the community. The CTFGP provides funding to public agencies for the education, prevention and the enforcement of laws related to driving under the influence of alcohol and other drugs including cannabis. The intent of the grant program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, and improve an agency's effectiveness through training and development of new strategies.

CTFGP grant funds are awarded on a competitive basis. Therefore, a comprehensive evaluation by CHP staff is part of their Request for Proposals (RFP) for grant applications. Evaluation criteria include prior grants awarded to an agency and the need for specific enforcement relating to impaired driving.

The Claremont Police Department submitted a grant proposal to fund a California Highway Patrol impaired driving enforcement grant. Following the competitive review by CHP staff, the Claremont Police Department's grant was selected for funding.

RECOMMENDATION

Recommended Action
Staff recommends the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT, CALIFORNIA, APPROVING PARTICIPATION IN THE STATE OF CALIFORNIA - CALIFORNIA HIGHWAY PATROL (CHP) CANNABIS TAX FUND GRANT PROGRAM (CTFGP).

ALTERNATIVES TO RECOMMENDATION

In addition to the recommendation, there are the following alternatives:

A. Decline to participate in the State of California Highway Patrol (CHP) Grant Program.
B. Delay the staff recommendation and request additional information.

FINANCIAL REVIEW

The CHP grant fully funds the personnel, operating, equipment and travel expenses associated with the grant operations. The proposed costs to be funded by the grant are outlined below.

The costs to research this issue, prepare documentation, and complete the grant application and this report are estimated to be $1,154 and are included in the operating budget of the Claremont Police Department.

ANALYSIS

The State of California - California Highway Patrol Cannabis Tax Fund Grant Program solicits grant proposals from city, county and state law enforcement organizations to reduce and mitigate the impacts of impaired driving in the community. The CTFGP provides financial assistance to public agencies for the education, prevention and the enforcement of laws related to driving under the influence of alcohol and other drugs including cannabis. The intent of the grant program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, improve agency's effectiveness through training and development of new strategies.

The goals of participating in this grant program is to implement strategies and practices to reduce the number of individuals killed and/or injured in traffic collisions involving alcohol and/or drugs. Strategies will include impaired driving enforcement and DUI checkpoints.

The grant funds will be used for staff overtime to reduce the number of persons killed or injured in traffic collisions due to impairment. DUI patrols and checkpoints will be utilized to locate and apprehend impaired drivers.

The grants funds will be used to purchase equipment such as a patrol vehicle to be outfitted and deployed for DUI saturation patrols and checkpoints.

CTFGP grant funds are awarded on a competitive basis. Therefore, a comprehensive evaluation by CHP staff is part of their Request for Proposals for grant applications. Evaluation criteria include prior grants awarded to an agency, and the need for specific enforcement relating to impaired driving.

The Claremont Police Department submitted a grant proposal to fund a California Highway Patrol impaired driving enforcement grant to meet the following goal and objectives:

* Complete three DUI checkpoints.
* Complete 20 DUI Saturation Patrols.
* Purchase a DUI Patrol Vehicle for DUI Saturation Patrols.

Following the competitive review by CHP staff, the Claremont Police Department's grant proposal was selected for $204,487.92 in funding.

Staff believes that the funding this grant provides will enhance our overall impaired driving enforcement operations and reduce the number of impaired driving-related traffic collisions and impaired driving-related calls for service.

RELATIONSHIP TO CITY PLANNING DOCUMENTS

Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds that it applies to the following: Council Priorities, General Plan, 2024-26 Budget, and the Youth and Family Master Plan.

CEQA REVIEW

This item is not subject to environmental review under the California Environmental Quality Act (CEQA).
