Body

SUMMARY

The 2024-25 Capital Improvement Program (CIP) budget includes funding for the annual Street Striping Improvement Project to restripe arterial and collector streets throughout the City. This year’s project includes San Jose Avenue from City limit to City limit, Base Line Road from City limit to City limit, and identified crosswalks adjacent to schools.

To ensure competitive pricing and quality service aligned with the City’s high customer service standards, the City issued a Request for Proposals (RFP) in March 2025. The City received four bids and recommends awarding a contract to the lowest responsible and responsive bidder, Superior Pavement Markings, Inc.

FINANCIAL REVIEW

In March 2025, the City issued an RFP for the annual street striping project. At the close of the bid period, four bids were received, ranging from $297,979 to $1,084,630. Superior Pavement Markings, Inc. (“Superior Pavement”) provided the lowest responsible and responsive bid of $297,979. Staff recommends awarding a contract to Superior Pavement Markings, Inc. in the amount of $297,979, plus a five percent contingency of $14,898.95, for a total amount not to exceed $312,877.95.

The 2024-25 and 2025-26 CIP budgets each include $100,000 for street striping. Additionally, there is $17,785.40 in funding remaining from the 2023-24 CIP budget that has been carried over to the current fiscal year. The combined total of CIP funds available for this project is $217,785.40. Funding for this project is comprised of $17,785.40 in State Gas Tax and $200,000 in Proposition C Funds. To fully fund the project, an additional appropriation of $95,092.55 from the State Gas Tax fund is required.

ANALYSIS

Arterial and collector streets throughout the City are restriped approximately every three years. Restriping of residential streets takes place in conjunction with residential street resurfacing projects. The striping project includes a complete thermoplastic paint refresh of all striping and pavement markings as identified in the bid document. The areas identified for this year’s project include San Jose Avenue from City limit to City limit, Base Line Road from City limit to City limit, and identified crosswalks adjacent to schools. Once issued a Notice to Proceed, the contractor will have sixty days to complete the work. Staff anticipates work to be completed by August 30, 2025.

The City issued a Request for Proposals in March 2025 to secure competitive pricing for street striping services. At the close of the bid period, four bids were received. Bids ranged from $297,979 to $1,084,630. Superior Pavement Markings, Inc. provided the lowest responsible and responsive bid. The project will require all CIP Funds budgeted for street striping from 2023-24, 2024-25, and 2025-26, totaling $217,785.40, plus an additional appropriation of $95,092.55 from the State Gas Tax Fund.

Staff recommends awarding a contract to Superior Pavement Markings, Inc. for the 2024-25 Street Striping Improvement Project. Superior Pavement has provided street striping services for the City for many years, including the 2021-22 and 2023-24 Street Striping Improvement Projects, street striping as part of the Foothill Boulevard Master Plan, and on-call street striping services. Superior Pavement has also worked on similar projects for the cities of La Puente, Covina, Los Alamitos, and Redondo Beach.
