SUMMARY
Los Angeles County Public Works is inviting the public to review and provide feedback on the Draft San Gabriel Valley Greenway Network Strategic Implementation Plan. This plan has been prepared with the goal to create more bike paths, walkways and park space within the San Gabriel Valley.
Los Angeles County Public Works released the draft plan on March 27, 2025, and the public is invited to comment on the plan through April 26, 2025.
At tonight’s meeting Los Angeles County Public Works representative will be presenting an overview of the plan, to gather public and Traffic and Transportation Commission (TTC) comments. The feedback received at the TTC meeting will be reviewed as part of the public comment process.
RECOMMENDATION
Recommended Action
Staff recommends the Traffic and Transportation Commission review the Draft San Gabriel Valley Greenway Network Strategic Implementation Plan, provide feedback to be considered with the Plan’s public review process and receive and file this report.

The staff cost to prepare this report is estimated at $747 and is included in the operating budget of the Community Development Department.
ANALYSIS
The San Gabriel Valley (SGV) Greenway Network Plan process started in 2017, with a motion by the Los Angeles County Board of Supervisors to develop a strategic implementation plan for the SGV Greenway Network. The plan team, led by Los Angeles County Public Works, included the Los Angeles County Department of Parks and Recreation, the Watershed Conservation Authority and the consultant team. The draft plan has been completed, and Los Angeles County Public Works released the draft on March 27, 2025, and the public is invited to provide comments through April 26, 2025.
The Draft implementation plan is a multi-objective effort to transform the existing right of way along the tributaries in the SGV as a guide for future development along the SGV Greenway Network corridors. The plan provides an implementation framework and vision for creating multi-benefit projects that advance communities, stakeholders, and local agency goals.
The flood control systems in the SGV provide 130 miles of rivers, channels, washes and creeks, presenting opportunities to create a countywide network of interconnected multi use community greenways for linear parks and open space for recreation, bike paths, trails for equestrian use and integrated storm water management practices.
The plan is also designed to enhance mobility, increase recreational opportunities, reduce greenhouse gas emissions, and integrate stormwater capture and water management solutions.
At tonight's meeting, the County will be receiving public and Commission feedback, to be considered and addressed as part of the Draft Plan public review process.

The schedule of the SGV Greenway Network Strategic Implementation Plan is as follows:
• Draft Plan Public Commenting Period: Thursday March 27 - Saturday April 26, 2025 (30-days)
• Draft Preliminary Environmental Information Report (PEIR) Public Commenting Period: Tuesday. April 15 - Friday May 30, 2025 (45-days)
• Final Plan and Final PEIR for Board Adoption: Fall of 2025
