SUMMARY

 

The Claremont Boulevard corridor between Sixth Street and Foothill Boulevard will be upgraded to a complete street configuration to include pedestrian bulb outs, Class IV bike lanes, narrowed traffic lanes and more pedestrian friendly parkway/sidewalk options. Most of these upgrades are being designed and installed by Claremont McKenna College (CMC), consistent with the requirements set forth during the approval processes of their current development projects.

 

As part of the approval of the East Campus project and the Robert Day Sciences Center, CMC is required to install public improvements along Claremont Boulevard from Foothill Boulevard and Sixth Street. The public improvements required are limited to the east side of Claremont Boulevard between Sixth Street and Foothill Boulevard, and the west side of Claremont Boulevard between Sixth Street and Ninth Street, within CMC’s frontage.

 

The west side of Claremont Boulevard between Ninth Street and Foothill Boulevard is outside of CMC’s jurisdiction and is not included in the required public improvement upgrades. To close the gap, the City of Claremont will be responsible for designing and implementing complete street improvements within this remaining segment, and if possible, the construction will be coordinated with the CMC project.

 

To coordinate the work, complete streets components for the west side of Claremont Boulevard between Ninth Street and Foothill Boulevard must be designed. Staff worked with Atlas Civil Design to prepare a scope of work that includes complete streets components for this Claremont Boulevard segment, to be consistent with the CMC scope of work. The services outlined in the professional services agreement include, but are not limited to, topographic survey, street improvement plan design, signing and striping design, and project management.

 

Staff recommends the City Council authorize the City Manager to execute a Professional Services Agreement (PSA) with Atlas Civil Design to perform these professional engineering services in the amount of $99,500. Staff recommends authorizing a ten percent contingency of $9,950, for a total authorized amount of $109,450.

Staff recommends the City Council:

A.                     Authorize the City Manager to enter into an agreement with Atlas Civil Design for design and preparation of plans and specifications for improvements to the west side of Claremont Boulevard between Ninth Street and Foothill Boulevard, in the amount of $99,500, and authorize a project contingency of $9,950 for a total authorized amount of $109,450; and

B.                     Appropriate $10,000 from the Proposition A Fund and $99,450 from the Proposition C Fund for a total of $109,450 to fund the agreement.

FINANCIAL REVIEW

 

This agreement is for professional services and does not require bidding and complies with all City and State purchasing guidelines. Contract documents are available for review in the City Clerk's office. The amount of the agreement is $99,500 with a ten percent contingency of $9,950, totaling $109,450.

The staff cost to prepare this report and administer this project is estimated at $964 and is included in the operating budget of the Community Development Department.

 

ANALYSIS

 

In December 2016, The Claremont Colleges Services, Inc. (TCCS; formerly Claremont University Consortium) requested that the City Council approve a map subdividing 30 acres in the City of Claremont for the future implementation of the Colleges’ East Campus project. The City Council approved PM 70243 for the subdivision of these 30 acres located in Claremont, at the east side of Claremont Boulevard from Arrow Route to Foothill Boulevard. East Campus is only partially located in the City of Claremont, with 30 acres in the City and 45 acres in Upland. As part of this approval, TCCS was required to complete public improvements along the east side of Claremont Boulevard between Sixth Street and Foothill Boulevard. Since the approval, CMC has acquired the East Campus sports bowl project and thus is now responsible for the improvement of the public facilities associated with the approval of the map.

 

In addition, CMC was approved for the construction of the Robert Day Sciences Center, located at the southwest corner of Ninth Street and Claremont Boulevard. Similarly, CMC was required to provide public improvements along the project frontage and extending to Sixth Street to be consistent with the east side requirements. Based on these requirements, the following segments of Claremont Boulevard will be upgraded by CMC to a complete street configuration, with traffic calming components such as pedestrian bulb outs, Class IV bike lanes, narrowed traffic lanes and more pedestrian friendly parkway/sidewalk options.  The required improvements also include the installation of a traffic signal at the intersection of Ninth Street and Claremont Boulevard.

 

The west side of Claremont Boulevard between Ninth Street and Foothill Boulevard is outside of CMC’s jurisdiction and is not included in the required public improvements upgrades. To close the complete streets gap between Sixth Street and Foothill Boulevard, the City will be responsible for designing and implementing improvements at this location. Once designed, the construction of these improvements will be coordinated (if possible) with the implementation of the CMC project. As part of these improvements, there will be several bicycle and pedestrian improvements, including Americans with Disabilities Act (ADA) upgrades. These improvements will include an ADA-compliant bus stop on the northwest corner of Claremont Boulevard and Foothill Boulevard that has been requested by a resident that requires special accommodation.

 

Staff worked with Atlas Civil Design to develop a scope of work to design the above-mentioned improvements along the west side of Claremont Boulevard. Atlas Civil Design was selected for their familiarity with the project as they provided civil engineering design services to CMC for the design of the Claremont Boulevard complete streets project. In addition, Atlas is familiar with the City of Claremont standards and requirements. The services outlined in the agreement include, but are not limited to, topographic survey, street improvement plan design, signing and striping design, and project management.

 

Once the PSA is executed, Atlas Civil Design will begin the design of the plans. The goal is to have the design completed in a timely manner to align with CMC’s construction of Claremont Boulevard. CMC is aiming to begin construction of their scope of work within Claremont Boulevard before the end of the year and will continue into 2026. The goal is to coordinate the construction of the northwest portion of Claremont Boulevard (the City’s portion) concurrently with the CMC construction in hopes of limiting the disruption to the community and utilizing the traffic control that will be put in place. Therefore, although the construction of this area was not initially a priority for staff, it has now become more pressing due to the proposed CMC timeline. Aligning construction with CMC will save the City construction costs and reduce the number of disruptions to the community by partnering with CMC to coordinate the traffic control within Claremont Boulevard.

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainable City Plan, General Plan, and the 2024-26 Budget.
