In 2017, the City and the Claremont Tourism Business Improvement District (CTBID) met to discuss maintenance standards in the Village. The City and CTBID have a common interest in promoting and maintaining the Village as an attractive place for public enjoyment. The initial two-year agreement is due to expire at the end of July; this new agreement will be for one additional year. This report outlines the terms of the memorandum of understanding and this partnership between the City and CTBID.

Recommended Action
Staff recommends that the City Council authorize the City Manager to execute a Memorandum of Understanding with the Claremont Tourism Business Improvement District to provide enhanced Village maintenance.

FINANCIAL REVIEW
Under the proposed Memorandum of Understanding (MOU), the CTBID would provide $35,460 annually to support additional pressure washing ($13,620) and additional trash collection services ($21,840) in the Village. The City will invoice the CTBID for the services provided under the terms of the proposed MOU quarterly. No General Fund resources will be allocated under this agreement. Both the revenues and expenditures associated with this additional level of service have been included in the 2019-20 budget.
The cost to prepare this report and administer this program is estimated at $1,845 and is included in the current operating budget of the Community Services Department.
ANALYSIS
In 2017, the City and the Claremont Tourism Business Improvement District (CTBID) met to discuss maintenance standards in the Village. The City and CTBID have a common interest in promoting and maintaining the Village as an attractive place for public enjoyment. The CTBID has agreed to commit financial resources to augment the City’s current maintenance program to provide additional pressure washing and trash collection services.
The City and CTBID entered into a two-year agreement in 2017. The initial two-year agreement is due to expire at the end of July; this new agreement will be for one additional year beginning August 1, 2019 through July 31, 2020. This report outlines the terms of the memorandum of understanding and this partnership between the City and CTBID.
The CTBID has agreed to the City’s proposal to continue providing additional pressure washing of high traffic areas and supplemental trash collection services and committed to funding the $35,460 annually for the additional work. The funding will provide fifteen hours per week of additional pressure washing services. This service will be provided by a part-time City staff person, which is solely dedicated to this work.
The MOU also includes extra trash receptacle collections that will be provided by a City contractor. Trash receptacles which have been identified as heavily used will be emptied a second time on Wednesday, Friday, and Saturday afternoons, in addition to their daily morning service. The original MOU between the City and CTBID has been in effect since August 2017 and has proven to be a beneficial agreement between the City and CTBID.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds the following:
Council Priorities - This item relates to the Quality of Life and Financial Stability Council Priority.
Sustainability Plan - This item relates to several goals in the Sustainability Plan.
Economic Sustainability Plan - This item is consistent with the City Council’s Basic Values on Economic Sustainability.
General Plan - This item is consistent with Measure III-26 regarding street furniture as well as Measure VI-6 regarding working with the Chamber of Commerce to promote the local economy and tourism.
2018-19 Budget - This item is consistent with the Community Services Department Goals.
Youth and Family Master Plan - This item does not apply to the Youth and Family Master Plan.
CEQA REVIEW
In accordance with the California Environmental Quality Act (CEQA), the maintenance of existing sidewalks and trash receptacles is categorically exempt pursuant to CEQA Guideline section 15301.
This Class 1 exemption allows for the maintenance of topographical features with negligible or no expansion. The enhanced maintenance program will increase the cleanliness of existing infrastructure. Additionally, none of the exemptions to the categorical exemptions set forth in State CEQA Guideline section 15300.2 applies to the proposed project because the proposed project: (1) is not located in a uniquely sensitive environment; (2) is not located within a highway officially designated as a state scenic highway; (3) is not located on a hazardous waste site; (4) would not have a cumulative impact; and (5) would not a significant substantial adverse change in the significance of a historic resource. As such the categorical exemption applies and the exceptions do not. Therefore, no further environmental review is required.
