SUMMARY

 

In November 2017, the City of Pomona contacted the City of Claremont with a proposal to coordinate a joint rehabilitation project for the section of Towne Avenue, from Bonita Avenue to Foothill Boulevard. The majority of this street segment is under the City of Pomona’s jurisdiction. Generally, the City of Claremont owns small portions of the northbound travel lanes, adjacent to the easterly curb line.

The Towne Avenue Rehabilitation Project consists of major street pavement rehabilitation and improvements of curb, gutter, sidewalk and medians along this segment of Towne Avenue. This section of Towne Avenue is a major north-south arterial that passes through the City of Pomona and contains portions located in the jurisdiction of the City of Claremont and Los Angeles County. The City of Claremont will be responsible for the funding of the rehabilitation of the roadway sections located within Claremont city limits. An aerial map of Towne Avenue showing the limits for this project is shown in Attachment A.

 

The cooperative agreement to fund the rehabilitation of Towne Avenue located within the limits of Claremont was prepared by the City of Pomona’s Interim City Attorney and reviewed by the City of Claremont’s City Attorney (Attachment B). The funds required to complete the improvements and repairs within Claremont city limits is $233,675.

 

RECOMMENDATION

 

Recommended Action

Staff recommends that the City Council authorize the City Manager or her designee to execute the Cooperative Agreement with the City of Pomona for the Rehabilitation of Towne Avenue, from Foothill Boulevard to Bonita Avenue.

FINANCIAL REVIEW

 

Funding for this project is included in the adopted 2019-20 CIP budget. This project will be funded through Senate Bill 1 (SB1) revenues, on deposit in the City’s State Gas Tax Fund.

 

The staff cost to prepare this report is estimated at $441 and is included in the operating budget of the Community Development Department.

 

ANALYSIS

 

In November 2017, the City of Pomona contacted the City of Claremont with a proposal to coordinate a joint rehabilitation project for the section of Towne Avenue, from Bonita Avenue to Foothill Boulevard. Both cities’ staff have been coordinating plan review and a cooperative agreement since 2017. As part of the process, the City of Pomona acquired the services of H.R. Green to prepare the project plans, specifications, and estimates, which included the survey of Towne Avenue to properly identify the limits of jurisdiction among Pomona, Claremont, and Los Angeles County.

 

Based on the survey conducted, it was determined, and agreed upon, that Claremont would be responsible for a fair share contribution in the amount of $233,675 for the rehabilitation of the roadway. This amount includes costs associated with project design and implementation.  Los Angeles County will be responsible for providing $311,480 for the rehabilitation of Towne Avenue within their jurisdiction. Funding for this project has been included in the adopted 2019-20 CIP budget. This project is being funded through Senate Bill 1 (SB1) revenues, on deposit in the City’s State Gas Tax Fund.

 

On Tuesday, April 2, 2019, the City of Pomona opened bids with the low bid of $4,599,920.72 from All American Asphalt. It is anticipated that this project will start in Summer 2019. During construction, the City of Claremont will work with the City of Pomona to coordinate inspections, as needed, within the Claremont boundaries.

 

RELATIONSHIP TO CITY PLANNING DOCUMENTS

 

Staff has evaluated the agenda item in relationship to the City’s strategic and visioning documents and finds the following: 

 

Council Priorities - This item addresses the Council Priority addressing Infrastructure and transportation, by maintaining the City’s infrastructure through the curb, gutter, and pavement repairs.

 

Sustainability Plan - This item complies with the goals of Sustainability Plan Goal 4.2.3, to apply sustainability best practices to streets, parking lots, and landscaping.

 

Economic Sustainability Plan - This item does not apply to the Economic Sustainability Plan.

 

General Plan - This item addresses Measure III-1, relating to the Capital Improvement Program of the General Plan, and furthers the goal to address phasing and construction of the City infrastructure and other City improvements listed as implementation measures of the General Plan.

 

2018-19 Budget - This item meets the following Community Development Department Work Plan Goal CD-10: Provide adequate physical infrastructure of streets, sidewalks, sewers, and storm drainage facilities that provide adequate services to homes and businesses in the City.

 

Youth and Family Master Plan - This item does not apply to the Youth and Family Master Plan.

 

CEQA REVIEW

 

In accordance with the California Environmental Quality Act (CEQA), this matter is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment in accordance with Section 15061(b)(3) of the Guidelines. The City Council’s review of the Cooperative Agreement will not in itself have a significant effect on the environment. Therefore, no additional environmental review is needed at this time.

 

In terms of the project itself, The City of Pomona made the determination that this project is categorically exempt from CEQA pursuant to Section 15301(c), in that the project consists of operation, repair and maintenance of existing streets.
